Vusal Gasimli meets with business leaders in Luxembourg

Vusal Gasimli, Executive Director of the Center for Analysis and Communication of Economic Reforms, held a meeting in Luxembourg with business representatives from across Europe. The event was organized with the support of the Embassy of Azerbaijan in Belgium and Luxembourg, Mission to the European Union.

The meeting brought together more than 40 participants, including government officials and representatives of leading Luxembourg-based companies.

The event opened with remarks by Vagif Sadiqov, Azerbaijan’s Ambassador to Belgium and Head of the EU Delegation. He highlighted the positive dynamics in Azerbaijan–Luxembourg relations and emphasized the importance of strengthening direct ties between the business communities of the two countries.

Following this, Executive Director Vusal Gasimli delivered a presentation on Azerbaijan’s macroeconomic stability, favorable business environment for investors, transit and logistics potential, green energy initiatives, and achievements in the digital economy.

He also provided detailed information on incentives for small and medium-sized businesses, the investment promotion certificate, special economic zones, off-park residency opportunities, public–private partnership mechanisms, the Alat Free Economic Zone, as well as the system of benefits available in Karabakh, East Zangazur, and Nakhchivan. “The world’s two leading international rating agencies have upgraded Azerbaijan’s sovereign credit rating to investment grade while maintaining a ‘positive’ outlook,” Gasimli noted.

He added that Azerbaijan’s tax-to-GDP ratio stands at 22.9%, which is below the OECD average of 33.9%. According to him, Azerbaijan has received the highest possible assessment — “compliant” — from the OECD Global Forum on Transparency and Exchange of Information for Tax Purposes.

Representatives from Luxembourg praised Azerbaijan’s openness to various economic sectors and expressed strong interest in cooperation in green energy, digital services, logistics, and financial technologies. They also underlined the considerable potential for joint projects and for expanding links between small and medium-sized enterprises. In addition, the importance of establishing an Azerbaijan–Luxembourg Chamber of Commerce — aimed at strengthening and diversifying bilateral trade relations — was highlighted. This initiative is expected to promote mutual investment projects, enhance institutional cooperation, and increase trade turnover.
The meeting provided a meaningful opportunity to introduce Azerbaijan’s economic potential to Luxembourg’s business community and helped further energize the growing economic ties between the two countries.
