New duties related to the monitoring of the State Program on tourism have been assigned to the CAERC

Prime Minister of the Republic of Azerbaijan Ali Asadov has signed an Order “On ensuring the implementation of the Order No. 1182 of the President of the Republic of Azerbaijan dated August 20, 2026, on the approval of the ‘State Program on the Development of Tourism in the Republic of Azerbaijan for 2026–2030’”.
According to Order No. 639s dated August 28, 2026, the Center for Analysis of Economic Reforms and Communication has been assigned a number of important tasks related to the monitoring and evaluation of the implementation of the measures envisaged in the State Program.


According to the Order, the Center for Analysis of Economic Reforms and Communication will ensure the creation of the “Monitoring and Accountability Module for the Implementation of the State Program on the Development of Tourism in the Republic of Azerbaijan for 2026–2030” within the framework of the “e-monitoring” portal, of which it is the operator, within two months. Starting from 2027, the monitoring and evaluation of the State Program will be carried out through this Module.
In the Module, the implementing bodies (institutions) under the State Program, cities and districts, implementation periods, projects, and other necessary indicators will be classified, and relevant sections will be created to reflect information on the current situation and conduct accountability. At the same time, in order to monitor and evaluate the implementation of the measures, necessary measures will be taken towards integrating the relevant electronic information systems and portals operated by the relevant implementing bodies into the “e-monitoring” portal.


The Center for Analysis of Economic Reforms and Communication will submit information on the results of monitoring the implementation of the State Program to the Cabinet of Ministers of the Republic of Azerbaijan once a year, starting from 2027, by April 30. Information on the results of the final evaluation of the State Program is to be submitted to the Cabinet of Ministers of the Republic of Azerbaijan by June 30, 2031.


The Order also defines the monitoring and accountability-related responsibilities of the main and other implementing bodies for the measures envisaged in the State Program.The implementing institutions will determine the target indicators for the result indicators and their distribution by years and will submit them to the State Tourism Agency of the Republic of Azerbaijan within two months in accordance with the sample form of the indicators table agreed upon with the Center for Analysis of Economic Reforms and Communication.


In addition, starting from 2027, information related to the implementation of projects within the framework of the State Program will be uploaded to the “Project Management” module once every quarter, by the 15th of the month following the quarter, while reports on the annual results of the measures will be uploaded and submitted to the Center for Analysis of Economic Reforms and Communication by February 25 of each year.
The Ministry of Finance of the Republic of Azerbaijan and the Ministry of Economy of the Republic of Azerbaijan, in turn, will ensure that information related to the financing of the projects envisaged in the State Program, including the initial total cost of the projects, funds envisaged, allocated and utilized in the state budget and private sector, financial requirements for the following years, as well as loan funds from international financial institutions, is uploaded to the Module by the 5th of the month following each quarter.


Thus, the Center for Analysis of Economic Reforms and Communication will ensure the implementation of the digital monitoring, accountability, and evaluation of results process for the implementation of the State Program.
