The Center for Analysis Economic Reforms and Communication was set up by Decree 879 dated April 20 2016 of the President of Azerbaijan Republic. Objectives of the Center for Analysis of Economic Reforms and Communication is to develop proposals for realization of economic reforms based on analytical data by conducting analyses and researches on macro - and micro - economic levels directed to ensuring sustainable economic development of the country, as well as prepare mid – and long-term forecasts, provide government authorities and agencies with the same and organize promotion of the achievements made by the Republic of Azerbaijan in various sectors of the economy.

The mission of the Center for Analysis of Economic Reforms and Communication (CAERC) is to expand the scope of economic reforms in the Republic of Azerbaijan, ensure effective coordination of efforts in this area, introduce new conceptual approaches utilizing advanced scientific and technical innovations, stimulate mechanisms, and promote public participation systems in this field.

Center for Analysis of Economic Reforms and Communication is managed by the Supervisory Board and the Executive Director. The Chairman of the Supervisory Board is the Prime Minister of the Republic of Azerbaijan. Executive director of the center is doctor of economic sciences, professor Vusal Gasimli.

The main activities of the Center for Analysis of Economic Reforms and Communication (CAERC) are as follows: Monitoring and evaluation; Economic analysis and strategic planning; Communication of reforms and economic achievements.

In addition to reform and coordination measures, CAERC monitors and evaluates the implementation of strategies, state programs, roadmaps, and other action plans based on the instructions of the head of state, as well as the orders of individual state institutions within its authority.

The relevant structural divisions of the Center analyze the economic successes achieved by the state of Azerbaijan, the dynamics leading to these successes, plan ways to achieve strategic goals, inform the society in this direction - promote the achieved achievements.

"One Stop Shop" Export Support Center, Digital Trade Hub, Turkic World Research Center, "Reform Volunteers" organization and "monitoring.gov.az", "azexport.az", "enterpriseazerbaijan.gov.az" portals operate under the Center for Analysis of Economic Reforms and Communication (CAERC).

The main purpose of creating the "monitoring.gov.az" portal is to reduce the communication distance between institutions in the monitoring and evaluation of strategies, road maps, state programs and action plans, to digitize, simplify and make transparent the monitoring and evaluation institute. "monitoring.gov.az" portal forms "Big Data" database as a result of monitoring and evaluation of strategies, state programs and action plans.

"One Stop Shop" Export Support Center was established in 2017 based on the Decree of the President of the Republic of Azerbaijan. Export entrepreneurs can obtain all required certificates from the "One Stop Shop" Export Support Center faster, more efficiently, without spending additional resources and time. The center provides support to local entrepreneurs by providing consultations, writing a business plan to those with a business idea, export subsidies, filling out customs declarations in real time.

"Export Review" prepared by the Center for Analysis of Economic Reforms and Communication and published every month includes export data on the non-oil sector, the ranking of the main exporting entities in the non-oil sector, data on non-oil exports from the "One Stop Shop" Export Support Center and other provides indicators.

The "Azexport" portal was established based on the Decree of President Ilham Aliyev titled "On the Establishment of a Unified Database of Goods Produced in the Republic of Azerbaijan," signed on September 21, 2016. The portal supports the promotion of competitive and export-oriented products produced in Azerbaijan under the brand name "Made in Azerbaijan" in foreign markets. By registering on the "Azexport" portal, entrepreneurs can post information about their company and products, including photos, videos, and texts. The "enterpriseazerbaijan.gov.az" portal was created based on the Decree of President Ilham Aliyev dated September 19, 2018, "On Additional Measures to Support Competitive Domestic Production in the Non-Oil Sector." The purpose of the portal is to attract alternative sources of finance to the country's economy by promoting entrepreneurship, facilitating the implementation of new ideas, start-ups, and investment or business projects.

The Incubation Center of the https://enterpriseazerbaijan.gov.az portal supports startups in developing early-stage ventures and creating MVPs (Minimum Viable Products). The Acceleration Center assists in the creation and market presentation of companies, while the Investment Center helps startups in pitching their ventures to investors.

Digital Trade Hub is an electronic public-private partnership platform. DYH is a digital resource created by the state of Azerbaijan for conducting cross-border paperless trade and providing remote business transactions. For the first time in the world, the hub presented a single online export application and m-Residency (mobile).

The "Azranking.az" portal is the electronic management platform of the "Commission for Business Environment and International Ratings." Serving as a state-business dialogue platform, the portal coordinates the activities of the Commission's working groups, organizes meetings, and facilitates the exchange of internal information and relevant documents.

The mission of the Turkic World Research Center (TDAM), established in February 2023 under CAERC, is to contribute to the development of economic relations within the Turkic world. The activities of TDAM include: Working on the "Turkic World 2040 Vision"; Implementing the "2022-2026 Strategy of the Organization of Turkic States"; Conducting analysis and research at both macro and microeconomic levels within the framework of the economic policy of the Republic of Azerbaijan; Presenting scientific-analytical approaches to ensure sustainable economic development among member and observer countries of the Organization of Turkic States (OTS), as well as preparing proposals, forecasts, and recommendations.

The Organization of Reform Volunteers, which operates under CAERC, announces a volunteer program every year. Reform volunteers actively participate in software development, the organization of various events, and scientific research. International and local experts, along with İİTKM staff, conduct training sessions for volunteers, primarily focusing on economic topics, and provide opportunities for them to give presentations. Additionally, final-year university students are given the opportunity to gain practical experience at CAERC.
