National Coordination Council for Sustainable Development
President of the Republic of Azerbaijan Mr. Ilham Aliyev signed a Decree on creation of National Coordination Council for Sustainable Development. Center for Analysis of Economic Reforms and Communication reports that Azerbaijan is one of the countries that most successfully carries out the UN “Millennium Development Goals” Declaration and one of the few countries due to its contribution to tolerance and multiculturalism that achieved a positive result in promotion and provision of gender equality, poverty elimination within a short time, particularly protection of peoples’ health, enhancement of education level of people, and improvement of environment. Obvious examples for sustainable development are “State program for poverty eliminating and economic development in the Republic of Azerbaijan for 2003-2005” and “State program for poverty eliminating and economic development in the Republic of Azerbaijan for 2008- 2015”. Azerbaijan as an active member of the United Nations joined Sustainable Development Goals approved for 2016–2030 in the Sustainable Development Summit held on September 25–27, 2015. Goals and targets of Sustainable Development including economic, social, ecological aspects are based on Millennium Development Goals and determine the follow – up development trends. Implementation of Sustainable Development Goals is of special importance from political and institutional view –point in order to further develop sustainable and comprehensive economic diversification in Azerbaijan and to ensure balance in social fields. Aspects mentioned in Sustainable Development Goals will also be a priority in the targets of Azerbaijan as an active member. Therefore, President of the Republic of Azerbaijan Mr. Ilham Aliyev has determined obligations for integrated coordination and performance of the duties undertaken by state authorities in relation to the obligations arising from “Agenda for transformation of our world” Sustainable development by 2030”. The main goal of National Coordination Council for Sustainable Development is to determine the national priorities and related indicators that are of importance for Azerbaijan by 2030 in line with global goals and targets, to ensure that state programs and strategies covering socio – economic fields in the country are aligned with Sustainable Development Goals, and to prepare an annual report with regard to achievement of the Sustainable Development Goals. The Council is authorized to involve local and foreign experts, specialists, international organizations and scientific institutions, as well as working groups for individual fields in order to perform its functions. As per these obligations, there were specified an obligation to establish office of the secretary for the Council and to submit information to Ministry of Economy regarding performance of its functions, and statistic information on indicators of achievement of Sustainable Development goals to State Statistics Committee, and to the Council as a report. Ministry of Finance shall be authorized to finance the costs from performance of the functions of the office of secretary for the Coordination Council based on the proposals made by Ministry of Economy of the Republic of Azerbaijan, and Central and local executive authorities, as well as legal entities whose control share belongs to government shall be authorized to submit information and documents necessary in the activities of the Council.
