
CAERC receives top award for "Most Innovative Monitoring and Evaluation Initiative" in Britain
The Center for Analysis and Communication of Economic Reforms (CAERC) has been honored with the highest award in the “Government Services” category at the prestigious “Global Business Outlook Awards 2025,” organized by the UK-based Global Business Outlook publication.
The Center received this prominent recognition for the initiative titled “Most Innovative Monitoring and Evaluation Initiative – Great Return – Azerbaijan 2025.”
The key criterion for the award was the Center’s development of a digital platform aimed at monitoring and evaluating the implementation of the “First State Program on the Great Return to the Liberated Territories,” based on the assignment of the Cabinet of Ministers. Within this framework, the Center has effectively utilized project management tools, data analytics, geographic information systems (GIS), video surveillance, and artificial intelligence technologies.
This international award once again affirms the Center’s exemplary governance model, built on the application of advanced approaches in digital public administration and monitoring.
Specifically, the Center has:

Enabled real-time data tracking through Geographic Information Systems (GIS) and video surveillance technologies,

Introduced early-stage risk assessment and value-based management models, including Cost Performance Index (CPI) and Schedule Performance Index (SPI),

Leveraged AI-based chatbot technologies to establish prompt communication with the public,

Developed a multi-tier, transparent performance monitoring system aligned with OECD/DAC standards.
In the “Technology” category of the Global Business Outlook Awards 2025, alongside CAERC, a number of leading national and regional companies were also announced as winners.
This achievement further validates the Center’s leading position in technological innovation and its status as a globally competitive institution.
This prestigious international recognition in the field of government technologies (GovTech) underscores the success of economic reforms carried out under the leadership of President Ilham Aliyev, particularly in the areas of program-based governance and results-oriented budgeting.
The model of economic reform management shaped by the President’s vision and leadership is now considered a successful example of public administration at the global level.
