Via the Azexport.az portal, 763 Free Sale Certificates have been issued
Through the Azexport.az portal, which is operated by the Center for Analysis of Economic Reforms and Communication (CAERC), the service for the electronic provision of Free Sale Certificates for exporters is implemented.
A Free Sale Certificate is an official document confirming that a product-across certain sectors including food, cosmetic products, and medical supplies and equipment-meets the relevant standards of the importing country and that the manufacturer sells the product freely on the domestic market of the Republic of Azerbaijan.
This certificate is issued through the “Azexport” portal in accordance with the Decree of the President of the Republic of Azerbaijan dated September 12, 2017. It confirms that the exported goods are in free circulation within the Republic of Azerbaijan, have been certified by the relevant state authorities and institutions, and comply with applicable standards.
Free Sale Certificates have mainly been used for exports to the United Arab Emirates, Kuwait, Qatar, Iraq, Georgia, Russia, Bulgaria, Indonesia, the Philippines, Vietnam, Israel, as well as to a number of countries across the Middle East and Arab countries, Europe, Asia, Africa, the Americas, and Southeast Asia.
From April 2018 to October 15, 2025, a total of 763 Free Sale Certificates were issued electronically via the Azexport.az portal. In 2025, 10 certificates were issued.
The fee for the certificate is 20 AZN per product. For each additional country for the same product, an additional fee of 5 AZN is charged. Review of electronic applications and issuance of the certificate typically take 1–3 business days.
This electronic service contributes to simplifying export procedures, reducing the administrative burden on entrepreneurs, and expanding access of Azerbaijani products to international markets.
