Baku-  President of the Republic of Azerbaijan Ilham Aliyev signed Executive Order “On creation of the single database of the goods produced in the Republic of Azerbaijan” on September 21, 2016. Center for Analysis of Economic Reforms and Communications commenting on the Order, said that the share of the non –oil sector in GDP had increased to 63,5 percent as a result of the actions carried out in development of the entrepreneurship and non-oil sector under the circumstances of the economic reforms conducted in the country: “Furthermore, for the purpose of increasing the production capabilities of the entrepreneurs operating in the production and services sectors and for stimulation of export – potential goods in the country there have been carried out significant actions in the area of government support to these entrepreneurs and improvement of government promotion mechanisms.”

President of the Republic of Azerbaijan signed another Executive Order with a view to ensuring continuity of these actions, further improving access of the domestic goods to foreign market and facilitating the production of the goods to the requirements of the international markets.

Pursuant to this order, Center for Analysis of Economic Reforms and Communications should, within three months, create a web – portal containing information on the goods produced in the country and the producers of these goods.  This portal will allow receiving information in Azerbaijani, English and Russian languages which will enable expanding the circle of users.

It is also proposed to create a search system in the portal which is user- friendly, but has a broad coverage. That is, through this system a user will be able to receive information on each type of goods, its producers, actual address, contact details, and even the production capacities of the enterprise, its partners etc.

Creation of “electronic cabinet” section in the portal for the purpose of electronic or more operative exchange of information with the producers, entry and update of data by the users in the portal will allow users to receive more operative information.

There will be carried out promotion actions by the Center for Analysis of Economic Reforms and Communications to ensure regular posting of information in the portal by the entrepreneurs, and information on the portal will be disseminated via mass media.

There will be allocated funds in amount of 400,0 thousand from the reserve fund of the President of the Republic of Azerbaijan for the purpose of creation of the portal, and the Center for Analysis of Economic Reforms and Communications has been charged with ensuring that these funds are spend as intended and with solving other issues arising out of the Order.

The Order has also specified the duties and powers of the relevant authorities in implementation of these actions.

The normative legal acts of the President of the Republic of Azerbaijan and Cabinet of Ministers should be brought in line with this Order within two months, and the normative acts of the central executive authorities within three months and submitted to the President of the country. Cabinet of Ministers is charged with ensuring the above-mentioned.

Local executive powers will also play an important role in successful performance of these works.

That is following putting the portal into use, the local executive authorities should ensure that information on the producers operating in their administrative territories and the goods they produce are posted in the portal by entrepreneurs within four months.

To this end, these authorities should carry out promotion actions and control over regular update of the information posted.

All the central and local executive authorities, other state authorities should submit necessary information based on the request of Center for Analysis of Economic Reforms and Communications and provide relevant assistance in respect of performance of the duties arising out of the order.

This Order will create new opportunities for promotion of the produced Azerbaijani goods both among the local entrepreneurs and on international level.
