“Reforms Review” Is Dedicated to Public Procurement

A special issue of “Reforms Review” of the Center for Analysis of Economic Reforms and Communication is dedicated to reforms in public procurement.

The report mentions various changes to the legislation, including the following: new method that is applied in e-procurement procedure, pre-determination of qualification compatibility of consignors (contractors), coordination of procurement methods, tender commission, organizing payment of tender participation fee through the portal, bid opening, bid withdrawal within one banking day, bid evaluation, obtaining permits (approvals) and notice of commencement of work, approval of the contract by a higher instance, terms of guarantee of procurement contract performance, and the processes of changing the terms of the contract. In addition, the report tells about a number of operations that can be implemented through a single internet portal. Among them are submission of acts of acceptance and deliver, request for proposals, and e-procurement announcement (invitation).

The “Reforms Review” was conducted by the Center for Analysis of Economic Reforms and Communication and the State Service for Antimonopoly Policy and Consumer Market Control under the Ministry of Economy.
