“An Online Meeting Held on the Amendments to the Law of the Republic of Azerbaijan "On Public Procurement"
According to the Action Plan for 2021 of Commodity Market Efficiency and Competitiveness Working Group of the Commission on Business Environment and International Rankings, upon the support of the Center for Analysis of Economic Reforms and Communication, there was held an online meeting of the State Service for Antimonopoly and Consumer Market Control under the Ministry of Economy and procurement representatives of state enterprises and organizations. During the meeting, amendments to the Law of the Republic of Azerbaijan “On Public Procurement” were presented to the participants.
It should be mentioned that amendments made to the law were related to the following issues: determination of the qualification of consignors (contractors) in advance, e-procurement, coordination of procurement methods, tender commission, tender participation fee, the opening of proposals, bid proposal rejection, evaluation of proposals, receipt of permits (approvals) and notice of commencement of work, approval of the contract by a higher body, term of guarantee of execution of the procurement contract, acceptance of delivery acts, request for proposals, e-procurement announcement (invitation), and change of contract terms.
More than 70 participants joined the meeting. A representative of the State Service for Antimonopoly and Consumer Market Control under the Ministry of Economy provided them with detailed information.
