COP30 Activity is the Practical Application of the Political and Financial Architecture Created by COP29

While COP29 was a stage for the most decisive decisions determining the future architecture of climate finance, COP30 acts as an implementation platform focused on the real application of these frameworks. This process reaffirms the principle that "behind every implementation, there is a decision, and behind every decision, there is leadership."

Jeyran Babirova, Leading Consultant of the Strategic Planning Division of the Center for Analysis of Economic Reforms and Communication (CAERC), shared her views on the COP30 event held in Belem, Brazil, with AZERTAC. She mentioned that this conference is a logical continuation of COP29 held in Baku in 2024, both symbolically and in content.

She noted that in Baku, for the first time, the balance of finance, responsibility, and cooperation between developed and developing countries was restructured, which in fact filled a gap that had existed in the COP process for many years.

"This was not just a matter of the volume of climate finance. The Baku model created a new and fairer mechanism for how responsibilities would be shared between countries, how financial flows would be directed, and who would bear what responsibilities in global climate action. Under COP29, global solidarity was strengthened to an unprecedented level: over 130 countries endorsed the 'Joint Ceasefire Call' for COP29, and over 90 governments and 1,000 organizations signed the COP29 Green Digital Action Declaration. One of the most important outcomes of the conference was the goal to increase climate finance for developing countries to at least 1.3 trillion dollars annually by 2035. Additionally, for the first time in climate finance history, an agreement was reached on a specific number, and the New Collective Quantitative Goal was set three times higher than previous commitments, establishing a new global standard. All new projects, adaptation initiatives, urban policies, and regional programs presented in Belem are built on this balance, which was determined in Baku. In other words, COP30 is the practical application of the political and financial architecture created by COP29. Therefore, the road from Baku to Belem symbolizes not just the transition between two COP conferences, but the shift from decision-making to implementation in the global climate process. Belem has already entered the implementation phase, meaning that countries are now working on concrete projects, urban policies, adaptation programs, and technological solutions. Baku, on the other hand, was where the decisions were made, the global agreements, financial frameworks, and political contours necessary for Belem to begin its work were shaped at COP29. In this regard, the significance and importance of COP29 are evaluated more highly: Baku set the rules for the global climate process, and Belem is now implementing those rules," she emphasized.

Jeyran Babirova further added that the COP30 conference in Belem marks the transition to the implementation phase of the climate process, directing attention to practical areas such as adaptation, urban planning, water security, and waste management. "The PAS – Plan for Accelerating Multilateral Governance and CHAMP – High-Ambition Partnership Coalition presented at the opening, aimed at strengthening the role of local governance in countries' national climate plans, defined the main direction of the conference. Following that, the 'Beat the Heat' initiative moved to the next stage of combating extreme heat in 185 cities, a 20 billion-dollar regional investment program was announced for water security, and global standards such as 'Near-Zero and Resilient Buildings' and 'NOW' entered the implementation phase. In total, the presentation of over 400 initiatives confirmed that the essence of COP30 focuses on real projects, local-level adaptation, and concrete implementation mechanisms."
