A meeting was held at the Center for Analysis of Economic Reforms and Communication (CAERC) on the implementation of the “Action Plan for 2026–2030 on the Implementation of the Employment Strategy.”

The meeting addressed the identification of outcome indicators and annual target values for the measures envisaged under the Action Plan, the organization of monitoring and evaluation, as well as coordination among the implementing institutions.

CAERC Deputy Executive Director Tarana Salifova delivered remarks, emphasizing the importance of conducting monitoring and evaluation of the Action Plan based on a unified approach. She provided information on the tasks arising from the relevant Order of the Cabinet of Ministers and on the identification of targets for the outcome indicators. It was noted that, starting from 2027, monitoring and evaluation will be conducted through the relevant Module to be developed within the e-Monitoring portal.

CAERC Head of the Economic analysis division Elnur Alakbarov delivered a presentation on the structure and priority areas of the Action Plan, as well as the new monitoring approach. The presentation covered the transition from the monitoring approach applied during the previous period to a results-based monitoring model, the alignment between the Employment Strategy’s 2030 targets and the Action Plan, as well as the allocation of measures and key implementing institutions. It was emphasized that indicators should be directly linked to the intended outcomes of the respective measures and should be measurable. Examples of quantitative and qualitative indicators for different types of measures were also presented to the participants.

Chief advisor of the Monitoring and evaluation division Simrah Ismayilova provided information on the Project Management Module, presenting its capabilities for entering data on projects to be identified within the framework of the Action Plan, tracking implementation progress, and monitoring results.

Representatives of the Ministry of Labour and Social Protection of the Population, Ministry of Science and Education, Ministry of Economy, Ministry of Agriculture, Ministry of Youth and Sports, Ministry of Digital Development and Transport, as well as the State Migration Service and the State Tourism Agency, attended the meeting.

It should be noted that, pursuant to the Order of the President of the Republic of Azerbaijan, the Center for Analysis of Economic Reforms and Communication (CAERC) has been entrusted with monitoring and evaluating the implementation of the measures envisaged under the “Action Plan for 2026–2030 on the Implementation of the Employment Strategy.”
