He was born on February 17, 1992 in Baku, Azerbaijan.

Education

In 2009-2013, bachelor's degree in finance at the Azerbaijan State University of Economics.

In 2014-2016, master's degree in financial management at the Azerbaijan State University of Economics.

In 2017-2020, he studied for a doctoral degree in domestic fiscal policy and public finance at Azerbaijan State University of Economics and defended it in 2023.

In 2024, he got a doctorate in economics in internal fiscal policy and public finance by the Higher Attestation Commission under the President of the Republic of Azerbaijan.

During 2017-2024, he participated in training programs organized at the international level on the development of rural areas and agriculture in China, India, Japan and South Korea.

Scientific activity

He is the author of more than 30 scientific works published in local and international journals.

Labor activity

In 2015, he participated in the internship program at the Central Bank's Credit Institutions Activity Control Department.

In 2016-2018, chief economist and senior researcher at the Scientific Research Institute of Agricultural Economics of the Ministry of Agriculture of the Republic of Azerbaijan,

In 2018-2024, he worked as a leading specialist, chief specialist and department head at the Public Legal Entity "Agrarian Research Center" under the Ministry of Agriculture of the Republic of Azerbaijan.

Since July 2024, he has been working as chief advisor in the Monitoring and evaluation division of the Center for Analysis of Economic Reforms and Communication.

He speaks Azerbaijani, English and Russian languages.
