He was born on September 10, 1981 in Sumgayit.

Education
In 2003, he graduated from Sumgayit State Technical College, Faculty of Organization and Expertise of Customs, Junior Customs Expert.
In 2017-2021, bachelor's degree in Manager at the faculty of Economics of Kharkov National Technical University.

Since 2022, he is studying at the master's level at the Faculty of Strategic Management of Azerbaijan Technical University.

Labor activity
In 2008-2016, chief administrator of Unified Electronic Security Systems at Sangachal Terminal.
In 2017-2020, head of the Procurement department at the Center for Analysis of Economic Reforms and Communication.
Since 2020, he has been working as operations manager of the Operations division at CAERC.
Since 2021, he is the manager of the "Creative Spark" Project at CAERC, which has been implemented with the support of Newcastle University in the United Kingdom.

He is fluent in Azerbaijani, Russian, Turkish and English.
He is married and has 2 children.
