Entrepreneurs Welcome the Simplification of Construction Permit Procedures

The Center for Analysis of Economic Reforms and Communication (CAERC) held a meeting with the heads of nearly 30 construction companies at the Baku City Executive Authority. CAERC’s Executive Director Vusal Gasimli spoke about the reforms carried out under the leadership of Ilham Aliyev within the framework of the Doing Business report, specifically regarding the “Dealing with Construction Permits” indicator.

It was noted that as a result of systematic economic reforms, the number of procedures for obtaining permits for the construction and operation of buildings has been reduced to 10 in order to improve the business environment under the “Dealing with Construction Permits” indicator. Construction projects have been categorized into those that require expert examination and those that do not, and the list of projects exempt from expert examination has been expanded. In addition, technical specifications in this area can now be obtained through a single request based on the “One-Stop Shop” principle at ASAN Kommunal/Xidmət centers.

Chief Architect of the Baku City Executive Authority Akif Abdullayev stated that documents are accepted through the “One-Stop Shop for Construction Permits” at the municipality. At the same time, entrepreneurs have been given the opportunity to apply electronically for construction permits via the official website of the Baku City Executive Authority. Entrepreneurs operating in the construction sector expressed their satisfaction with the conditions created as a result of the reforms carried out under the leadership of President Ilham Aliyev.

During the meeting, effective proposals from construction companies were taken into account to ensure the continuation of reforms. It was particularly emphasized that economic reforms implemented in other areas of the business environment, improvements in infrastructure, and the expansion of state support create favorable conditions for the development of entrepreneurship.
