The Political and Economic Significance of High-Level Meetings Held in Gabala

Azerbaijan, a leading transport and transit hub in the Eurasian space, also holds a decisive position in global energy supply and security, particularly for Europe. The meetings held by President Ilham Aliyev in Gabala with Ukrainian President Volodymyr Zelenskyy and the Prime Minister of the Czech Republic, Andrej Babiš, demonstrate Azerbaijan's growing role in regional diplomacy. The selection of Gabala as the meeting venue attracts attention from both security and political perspectives.

Commenting on the subject, Agil Asadov, Head of Department at the Center for Analysis of Economic Reforms and Communication (CAERC), believes that the city of Gabala has become a focal point of the international diplomatic agenda. Within a short interval, President Ilham Aliyev and Ukrainian President Volodymyr Zelenskyy discussed security, energy, humanitarian cooperation, and joint production opportunities, signing six bilateral documents. This visit is evaluated as productive, marking the Ukrainian President's first official visit to the South Caucasus during the war period. Another crucial point is cooperation in the energy sector. Against the backdrop of the urgency of European energy security, Azerbaijan is considered a vital partner due to its natural gas and logistics capabilities. Coordination with Ukraine in this field could create new prospects for both supply routes and energy infrastructure. As the President of Azerbaijan emphasized during the meeting: "SOCAR has been operating successfully in Ukraine for many years; at the same time, there are excellent prospects and joint projects... Our trade turnover has exceeded half a billion dollars. But I hope that in the coming years, this figure will grow even further." All of this provides a basis to suggest that Azerbaijan-Ukraine economic relations will further diversify, with trade turnover and mutual investments continuing to increase.

Regarding the visit of Czech Prime Minister Andrej Babiš to our country, Agil Asadov noted that bilateral political dialogue, economic ties, investment cooperation, and the business forum were at the center of attention. While Azerbaijan plays a significant role in Europe's energy security, the Czech Republic, as an EU member, is important for Azerbaijan in terms of both technology and industrial partnership. These high-level bilateral meetings show that Azerbaijan is ready to act in relations with European countries not only as an energy exporter but also as a logistics, industrial cooperation, and investment platform. The organization of a business forum in Gabala and the discussion of mutual cooperation opportunities with the participation of businesspeople and heads of relevant institutions are significant for both the development of interstate relations and the promotion of regional economic growth.

In bilateral discussions with the Czech Republic, issues of cooperation in investment, the defense industry, energy, and other sectors were extensively discussed, and a corresponding cooperation plan was signed. As highlighted during the meeting, Azerbaijani oil has been exported to the Czech Republic for many years, and our country holds an important place in the Czech Republic's energy supply. Modern realities necessitate broader economic cooperation. President Ilham Aliyev’s remarks—"...Azerbaijan's financial and economic situation is stable. For many years, for nine years now, our currency has been stable"—express the country's attractiveness for investment and the relevance of this field for mutual cooperation.

Hosting such discussions in the city of Gabala has another symbolic aspect. In recent years, Gabala has become one of the most developed cities in terms of tourism, infrastructure, and security. It possesses hotels, transport links, and modern reception facilities for organizing international events. Holding such meetings outside the capital also serves the policy of promoting regions. Simultaneously, Gabala's historical and geographical position, its location on ancient trade routes, and its status as a multi-ethnic city add symbolic value.

Agil Asadov added that the meetings held in Gabala with President Zelenskyy and Prime Minister Babiš are a practical manifestation of Azerbaijan's multi-vector foreign policy. On one hand, security and humanitarian cooperation with Ukraine are strengthened; on the other, economic and investment ties with European countries are expanded. Azerbaijan is recognized by the world's leading states as a reliable strategic partner that brings peace and supports reconciliation.
