Transition to an Innovation Ecosystem: Azerbaijan’s Strategic Choice
The idea of transforming oil capital into human capital, articulated years ago, is today presented with broader and deeper substance aligned with global challenges. The key point emphasized by President Ilham Aliyev is that natural resources are not an end in themselves, but a means, and that the main guarantors of sustainable development are science, technology, and the knowledge-based economy.
Commenting on the matter, Isa Gasimov, Head of the Enterprise Azerbaijan portal operated by the Center for Analysis of Economic Reforms and Communication, noted that knowledge has been utilized throughout all stages of history. In earlier periods, knowledge mainly served to increase the efficiency of production processes and ensure more effective use of existing resources. In the era of information and digital transformation, knowledge has become a form of capital in its own right. Many processes that were technically or financially impossible during the industrial era are now being realized through the application of science and technology. This transformation has reshaped the structure of the global economy and fundamentally altered the nature of competition among countries.
Taking these realities into account, Azerbaijan has in recent years identified innovation, digitalization, and the development of a startup ecosystem as priority areas of its economic policy. Strengthening the non-oil sector, advancing high value-added industries, and promoting technology-based business models have become key pillars of state policy. In this context, the establishment of the Enterprise Azerbaijan portal in 2018 by a Presidential Decree was a deliberate and strategic decision.
Operated by the Center for Analysis of Economic Reforms and Communication, the Enterprise Azerbaijan portal aims to enhance the country’s investment attractiveness, expand alternative financing mechanisms, and create a favorable environment for innovative initiatives. Global experience shows that investor interests are increasingly shifting from traditional sectors toward high-technology, knowledge-driven, and innovation-based projects. From this perspective, the portal’s focus on supporting high-tech solutions and startup initiatives represents a well-founded strategic approach.
The “Startup School” projects implemented under the portal make a significant contribution to the formation of Azerbaijan’s innovation ecosystem. These initiatives not only support young startups in moving from idea to market but also stimulate a new stage in the development of entrepreneurial culture in the country. Through startup schools, local innovators gain access to international mentorship, networking, and investment opportunities, creating a practical mechanism for transforming human capital into tangible economic value.
The main strength of the political course defined by President Ilham Aliyev lies in the fact that innovation and technology are viewed not as isolated sectors, but as core pillars ensuring the sustainable development of the entire economy. This approach positions Azerbaijan as a competitive country integrated into the global knowledge economy with a long-term development vision.
In conclusion, directing oil revenues toward human capital and the development of knowledge and technological potential represents the most reliable guarantee of Azerbaijan’s future growth. The Enterprise Azerbaijan portal and its initiatives serve as the institutional embodiment of this strategic vision and continue to play an important role in shaping the country’s innovation ecosystem.
