CAERC Monitoring Mission Visits Kalbajar and Aghdara Districts as Part of the Monitoring of the First State Program on the Great Return
Representatives of the Center for Analysis of Economic Reforms and Communication (CAERC), led by its Executive Director Vusal Gasimli, paid its latest working visit to the Kalbajar and Aghdara districts.
As part of the implementation of the «First State Program on the Great Return», on-site inspections were carried out in the Kalbajar and Aghdara districts to review the progress of ongoing reconstruction and development projects. Alongside CAERC, the monitoring mission brought together representatives of the Restoration, Construction and Management Service for the city of Khankendi and the Aghdara and Khojaly districts, the Restoration, Construction and Management Service for the Kalbajar district, the Social Development Fund for Internally Displaced Persons, as well as the Ministry of Digital Development and Transport, the Ministry of Science and Education, the Ministry of Agriculture, the Ministry of Labour and Social Protection of Population, the State Committee for Urban Planning and Architecture, the State Oil Company of the Republic of Azerbaijan (SOCAR), Azerishiq OJSC, the Azerbaijan State Agency of Automobile Roads, the Azerbaijan State Water Resources Agency, and the Management Union of Medical Territorial Units (TABIB).
The delegation first visited the villages of Childiran and Heyvali in the Aghdara district, where they inspected the restoration and rehabilitation of residential settlements. The mission then continued to the Kalbajar district, where the delegation reviewed the construction of a modern education complex currently underway in the city of Kalbajar, as well as completed and ongoing residential development projects in the city center. The monitoring team also visited the village of Zar to examine the current progress of the construction of a new residential settlement.
During the discussions, participants also assessed factors affecting the pace of project implementation. Particular attention was paid to the challenges posed by adverse weather conditions in high-altitude mountainous areas, which may occasionally affect construction activities. In this regard, recommendations were put forward to strengthen inter-agency coordination by optimizing project management approaches and adjusting work schedules to address seasonal risks, with the aim of preventing potential delays and ensuring the timely implementation of the projects
