The CAERC Will Continue Its Cooperation with the World Bank in Monitoring and Evaluation

The Center for Analysis of Economic Reforms and Communication together with the World Bank has conducted a seminar entitled “The Role of Monitoring and Evaluation in the Improvement of Management”. The seminar was dedicated to the potential of national monitoring and evaluation in Azerbaijan.

Executive Director of the Center for Analysis of Economic Reforms and Communication Vusal Gasimli expressed his gratitude to the World Bank team for their expert support in developing monitoring and evaluation capacity in Azerbaijan and preparing a methodology and framework for monitoring and evaluation of Strategic Road Maps. He said, “Rules for the Development, Implementation, Monitoring, and Evaluation of State Programs” are coherent with the medium-term expenditure framework. Thus, the adopted rules are another step forward in improving the management of public finances, which will let us achieve three main goals in the management of public spending. Fiscal discipline is the state's fiscal position that serves macroeconomic stability and sustainable economic growth. The second is the allocation of resources in compliance with the strategic goals of the state or strategic planning. Here, the main part is the rational distribution of public expenditures by economic, functional, and program classifications, taking into account the goal set in the country’s strategic documents. Our third goal is to increase the efficiency of public services. Its realization lies in increasing the efficiency of the services provided by the state through the budget funding”.

Senior Public Sector Specialist of the World Bank Department for Europe and Central Asia Ms. Kathrin Plangemann and World Bank Senior Public Sector Specialist Ms. Elena Georgieva-Andonovska joined the online discussion.

Ms. Plangemann highly evaluated the role of the CAERC in the preparation and publication of monitoring and evaluation reports, as well as in creating one of the world's most advanced systems built on the results-based monitoring and evaluation of government programs. She praised the cooperation of the CAERC with the world's leading institutions and networks on monitoring and evaluation in a short period and the introduction of such innovative digital technology as the monitoring.az portal.

Elena Georgieva-Andonovska spoke about Govtech - a new initiative of the World Bank, as well as the Digital Economy Strategy. She also talked about the role of monitoring and evaluation not only in controlling financial costs but also in improving management efficiency. At the same time, she noted that the monitoring and evaluation of e-government, e-services, and one-stop-shops let measure the progress
