Representatives of the Center for Analysis of Economic Reforms and Communication (CAERC) conducted an on-site inspection of the measures implemented and currently in progress under the "State Program for the Improvement of Transport Infrastructure in Baku and Surrounding Areas for 2025-2030."

The monitoring group visited Khirdalan to review the construction and commissioning of the Bilgah-Novkhani-Khirdalan highway (at the 16th km of the M-1 Baku-Russia border road) and the Shamaxi highway (at the 18th km of the M-4 Baku-Shamaxi road). They also familiarized themselves with the work carried out on the construction of a road junction designed to connect the M-4 Baku-Shamaxi-Yevlax highway with the 16th kilometer of the M-1 Baku-Guba-Russia border highway ("VAZ circle") via Hasan Aliyev Street in Khirdalan.

Within the framework of the visit, inspections were also carried out on the construction and commissioning of the section of the Academic Hasan Aliyev Street - "Koroglu" metro station highway extending to Muzaffar Narimanov Street, as well as the road connecting Khagani Rustamov Street with Agha Neymatulla Street.

Vusal Gasimli, Executive Director of CAERC, stated that the progress of infrastructure projects is assessed on-site during monitoring visits, allowing the quality and outcomes of the work performed under the State Program to be measured based on the real situation.

In addition to CAERC, the visit included representatives from the Ministry of Digital Development and Transport, the Ministry of Internal Affairs, the Ministry of Economy, the Ministry of Finance, the Ministry of Ecology and Natural Resources, the State Committee for City Planning and Architecture, the Baku City Executive Power, the State Agency of Azerbaijan Automobile Roads, and the Transport Coordination Council.
