Azerbaijan’s monitoring and evaluation institute was presented at the World Bank event in Tokyo
A regional consultation titled “World Development Report 2026: Artificial Intelligence for Development” was held in Tokyo, Japan, at the office of the Asian Development Bank Institute (ADBI), organized by the World Bank.
During the event, Ayaz Museyibov, Deputy Executive Director of the Center for Analysis of Economic Reforms and Communication (CAERC), delivered a speech highlighting efforts to integrate artificial intelligence into public administration, expand digital government solutions, establish institutional and regulatory frameworks, and develop human capital.
He noted that, in close coordination with relevant state institutions, the Center for Analysis of Economic Reforms and Communication is integrating artificial intelligence tools into the monitoring and evaluation processes of government programs. Based on real-time digital portals and a unified data platform, AI significantly accelerates the cleaning of large-scale datasets, application of logical filters, document verification, and evaluation of results in line with OECD DAC criteria.
Ayaz Museyibov emphasized that, in an environment where tens of millions of data points are received from more than 100 government institutions, artificial intelligence can play a decisive role in data harmonization, identification of inconsistencies, analysis of implementation challenges, and formulation of analytical recommendations based on previous years’ experience. At the same time, AI has substantial potential to strengthen coordination among activities implemented within government programs, prevent policy fragmentation, and enable more efficient use of resources.
The discussions brought together representatives of the Asian Development Bank, the World Bank, ADBI, and other international financial institutions, as well as high-level policymakers, government officials, researchers, and members of the academic community. The event served as an important platform for policy dialogue on the impact of artificial intelligence on employment, innovation, labor markets, and public service delivery in Asia and East Asia.
