On October 15, 2025, the next quarterly meeting of the “Taxation and Reporting” Working Group of the Commission on Business Environment and International Rankings, chaired by the State Tax Service under the Ministry of Economy, was held.

The meeting discussed the results of the work carried out during the first half of 2025 under the Roadmap for the implementation of improvements and communication in the relevant field related to the “Paying Taxes” indicator of the World Bank Group’s “Business Ready” report, as well as the measures planned for the next period. Members of the Working Group, representatives of government agencies, and the private sector participated in the event.

The head of the “Taxation and Reporting” Working Group, Deputy Head of the State Tax Service, Ilkin Valiyev, delivered a speech providing information about the activities implemented. Head of the Secretariat of the Commission and Head of the Sector for Economic Policy and Industrial Issues of the Administration of the President of the Republic of Azerbaijan, Vusal Shixaliyev, stated that the results of the “Business Ready” report will be announced by the end of the year. It was noted that the work carried out gives hope for achieving positive outcomes.

During the discussions, information was presented on the implementation status of the planned projects, including progress on the e-portal, the implementation of the AVIS-2 project, as well as the introduction of the pre-filling system for tax declarations. It was emphasized that the pre-filling system for the simplified tax declaration has already been launched, and according to initial data, a large number of taxpayers are benefiting from this service. The members of the Working Group were also informed about several projects planned for implementation in the upcoming period.

The meeting highlighted that cooperation with business consulting companies in the field of taxation innovations will continue. The tasks outlined in the 2025 Roadmap were reviewed, and the next directions of activity for the upcoming phase were determined.
