The current status of the 2025 Action Plan of the “Technology and Innovations” Working Group and the discussion of the “Global Innovation Index 2025” report
On October 7, a regular meeting of the “Technology and Innovations” Working Group, led by the Ministry of Digital Development and Transport within the Commission on Business Environment and International Rankings, was held.
The meeting was attended by the leadership of the Commission Secretariat, the head and members of the working group, as well as representatives of the private sector.
During the meeting, participants discussed the implementation status of the 2025 Action Plan of the “Technology and Innovations” Working Group, challenges encountered during the implementation of measures and relevant solutions, Azerbaijan’s position in the “Global Innovation Index 2025” report and the methodological changes made therein, as well as the planning of the 2026 Action Plan taking into account the mentioned methodological changes.
The head of the working group, Deputy Minister of Digital Development and Transport Samir Mammadov, delivered the opening speech and informed the participants about the main projects implemented and the work carried out under the Action Plan.
He noted that although Azerbaijan’s position in the “Global Innovation Index 2025” report has improved, it is possible to achieve even better results through more efficient use of available resources.
Samir Mammadov emphasized the importance of starting the preparation process for next year’s Action Plan in advance and identifying measures by the relevant institutions that will have a positive impact on achieving tangible results.
The head of the Commission Secretariat, Vusal Shikhaliyev, noted that as a result of proper and planned work of the working group, the current year’s Action Plan was approved in March, allowing the relevant work to begin earlier.
He stated that when preparing next year’s Action Plan, it is necessary to conduct deeper analyses and hold thematic meetings for individual blocks of the Index during the planning phase.
Based on the ideas expressed during the meeting, the working group adopted relevant proposals and decisions.
Aygun Ahmadova, Acting Head of the Digital Trade Hub of the Center for Analysis of Economic Reforms and Communication (CAERC), also participated in the meeting.
