The State Program on expanding financial inclusion has been assigned to CAERC
By the Decree of the President of the Republic of Azerbaijan, Ilham Aliyev, the Center for Analysis of Economic Reforms and Communication (CAERC) will conduct the monitoring and evaluation of the implementation of measures envisaged in the "State Program for Expanding Financial Inclusion in the Republic of Azerbaijan for 2027–2030."
The State Program aims to increase accessibility to financial services, expand digital financial solutions, and develop an inclusive financial ecosystem within the framework of the "Socio-economic Development Strategy of the Republic of Azerbaijan for 2022–2026."
The main objective of the State Program is to enhance accessibility to financial services for the population and micro, small, and medium enterprise (MSME) subjects, strengthen financial literacy, elevate the quality of financial products and customer satisfaction, as well as ensure the equal and transparent utilization of financial services.
According to the Decree, the Central Bank must coordinate the implementation of the measures outlined in the State Program, supervise their execution, and inform the President of Azerbaijan once a year about the progress of these measures.
The Ministry of Finance of the Republic of Azerbaijan, together with the Central Bank of the Republic of Azerbaijan, will take the necessary measures to ensure that the funds required for the implementation of measures scheduled to be funded by state budget resources are allocated within the state budget forecasts for the years 2027–2030.
