10 years since the establishment of the Center for Analysis of Economic Reforms and Communication

The Center for Analysis of Economic Reforms and Communication (CAERC), established by the Decree of the President of the Republic of Azerbaijan, Ilham Aliyev, dated April 20, 2016, is celebrating its 10th anniversary.

Over the past 10 years, CAERC has conducted the monitoring and evaluation of more than 40 state programs, developing a "big data" repository and making significant contributions to the implementation of the data-driven governance model. Reforms in result-based budgeting, medium-term expenditure frameworks, and program and project management have further strengthened the Center’s strategic role in public administration.

Under the leadership of President Ilham Aliyev, Azerbaijan’s rise to the 25th position among 190 countries in the World Bank’s "Doing Business" report, ranking among the top reforming nations, stands as a major achievement in our recent economic history.

On a global scale, CAERC collaborates with prestigious organizations such as the United Nations, the World Bank, the International Monetary Fund, and the Asian Development Bank. It is represented on the think tank platforms of the G20 and G7 countries and actively participates in the development of think tank networks across Asia and the Turkic world. Among the numerous international awards received by the Center, the World Intellectual Property Organization (WIPO) "Best IP Enterprise" award and the OECD’s recognition of Azerbaijan’s economic reform management model as an exemplary innovative practice hold particular significance.

In the last decade, publications indexed in Web of Science and Scopus, along with 30 books and 840 reviews, serve as indicators of CAERC’s productive activity as a think tank.

The "Azexport" portal, operating under the Center, has established cooperation with global platforms such as Amazon, Alibaba Group, and eBay, and has been recognized as one of the best e-commerce platforms in Asia. The "Enterprise Azerbaijan" portal, which has become a leading platform for Azerbaijan’s startup ecosystem, has organized four startup schools ("Startup School" projects). Non-oil exports exceeding 1.5 billion USD have been realized through the "One-Stop Shop" Export Support Center, while the Digital Trade Hub introduced the world's first m-residency service.

One of the Center's core missions is the systematic communication of economic reforms implemented in Azerbaijan at both local and international levels. To this end, nearly 30 digital resources are operational. A key aspect of these communication activities is ensuring inter-agency coordination within the framework of state program implementation. Under the Center’s coordination, regular meetings, discussions, and information exchanges are held with government agencies. International communication also occupies a special place in the Center's activities, promoting Azerbaijan’s economic potential globally through innovative projects and shaping a positive image for the country.

Thus, over its ten years of operation, the Center for Analysis of Economic Reforms and Communication has evolved into one of the primary analytical and communicative platforms for the country’s economic development agenda.
