CAERC has published the second special edition of “Invest in Karabakh and Eastern Zangezur”

The Center for Analysis of Economic Reforms and Communication (CAERC) has published the 2nd special issue titled “Invest in Karabakh and Eastern Zangezur” on the eve of November 8 – Victory Day.

The English-language review provides local and foreign investors with detailed information about the reconstruction and development works carried out in Karabakh and Eastern Zangezur, as well as investment opportunities in the agriculture, industry, energy, and tourism sectors of the region.

Elnur Alakbarov, Deputy head of the Economic analysis division at CAERC, stated that this year’s edition offers a broader analytical framework and a richer practical information base compared to last year. It consolidates in a single document the available business opportunities, applied incentives, and progress achieved in logistics and energy infrastructure.

The “Invest in Karabakh and Eastern Zangezur” review consists of five sections:

  1. Karabakh and Eastern Zangezur: The first section provides an overview of Karabakh and Eastern Zangezur, including information on government funding, credit allocations, and the new governance model being implemented in the region.

  2. Business environment: Sate support mechanisms for entrepreneurship: The second section focuses on the business environment in Karabakh and Eastern Zangezur, presenting information about the benefits and other incentives offered by the government to business entities.

  3. Modern physical infrastructure: The third section covers the development of modern physical infrastructure in the region.

  4. Potential sectors: The fourth section highlights potential development areas and outlines investment trajectories. Particular emphasis is placed on the opportunities created in the “Aghdam Industrial Park” located in the Karabakh Economic Region and the “Araz Valley Economic Zone” Industrial Park in Eastern Zangezur. It also details the incentives provided to park residents and identifies priority investment sectors.

  5. Future outlook and vision: The final section discusses the future prospects of Karabakh and Eastern Zangezur and provides information about the measures implemented under the “First State Program on the Great Return to the Liberated Territories of the Republic of Azerbaijan.”

Elnur Alakbarov added that readers and investors familiar with both editions of the “Invest in Karabakh and Eastern Zangezur” review will witness significant positive developments that have taken place in the region over the past year. The review serves as a strategically important and informative source for business entities, investors, and decision-makers regarding the region’s development potential and investment opportunities.
