CAERC’s Monitoring Visit on the Implementation of the “Great Return” State Program Continued in Zangilan, Gubadli, and Lachin
The monitoring visit of the representatives of the Center for Analysis of Economic Reforms and Communication (CAERC) to the liberated territories, led by Executive Director Vusal Gasimli, has continued.
On the third day of the visit, conducted within the framework of the First State Program on the Great Return, on-site inspections were carried out to review projects being implemented in the districts of Zangilan, Gubadli, and Lachin. In addition to CAERC, the monitoring activities were attended by representatives of the Special Representative Office of the President of the Republic of Azerbaijan in the Lachin district; the Restoration, Construction and Management Service in the Lachin district; the Restoration, Construction and Management Service for the Jabrayil, Gubadli, and Zangilan districts; as well as the Ministry of Digital Development and Transport, the Ministry of Science and Education, the Ministry of Agriculture, the Ministry of Labour and Social Protection of Population, the State Committee for Urban Planning and Architecture, the State Oil Company of the Republic of Azerbaijan (SOCAR), Azerishiq OJSC, the Azerbaijan State Water Resources Agency, and the Management Union of Medical Territorial Units (TABIB).
In accordance with the visit program, the delegation first conducted on-site inspections of the construction of residential settlements in Cahangirbeyli village of the Zangilan district, as well as Zilanli and Mahruzlu villages of the Gubadli district. The monitoring team closely reviewed the implementation status of individual residential houses, utility infrastructure, and social infrastructure facilities under construction in these villages.
The delegation subsequently visited the Lachin district, where a meeting was held at the administrative building of the Special Representative Office of the President of the Republic of Azerbaijan in the Lachin district with a delegation headed by Masim Mammadov, Special Representative of the President of the Republic of Azerbaijan in the Lachin district. During the meeting, comprehensive information was presented on the implementation of the State Program in the Lachin district, and extensive discussions were held on future priorities and development prospects.
As part of the visit, the delegation also became acquainted with the activities of the Lachin Agro-Industrial Park located in Zerti village of the Lachin district. The participants toured the park’s sheep and goat farming facilities specializing in meat, wool, and dairy production, and observed the operations of the LATIFA Lachin Garment Factory and the PIRSHAGHI Footwear Factory.
During the on-site inspections and discussions, particular emphasis was placed on the importance of expanding employment opportunities to ensure the sustainable resettlement of the population in the liberated territories. In this regard, proposals were put forward on making full and efficient use of the region’s natural resources, competitive advantages, and economic potential, as well as on diversifying production sectors. Relevant coordination mechanisms to support these objectives were also highlighted.
