CAERC’s Monitoring Visit on the Implementation of the “Great Return” State Program Continued in Shusha and Khankendi
The monitoring mission to the liberated territories, led by Vusal Gasimli, Executive Director of the Center for Analysis of Economic Reforms and Communication (CAERC), has continued.On the fourth day of the visit, conducted within the framework of the First State Program on the Great Return, on-site inspections were carried out to review projects being implemented in the cities of Shusha and Khankendi, as well as in the surrounding settlements. In addition to CAERC, the monitoring activities were attended by representatives of the Shusha State Reserve Administration; the Restoration, Construction and Management Service for the city of Khankendi and the Aghdara and Khojaly districts; the Social Development Fund for Internally Displaced Persons; the Ministry of Digital Development and Transport; the Ministry of Science and Education; the Ministry of Health; the Ministry of Emergency Situations; the Ministry of Agriculture; the Ministry of Labour and Social Protection of Population; the Ministry of Youth and Sports; the Ministry of Culture; the State Committee for Urban Planning and Architecture; the State Oil Company of the Republic of Azerbaijan (SOCAR); Azerishiq OJSC; the Azerbaijan State Agency of Automobile Roads; the Azerbaijan State Water Resources Agency; and the Management Union of Medical Territorial Units (TABIB). In accordance with the visit agenda, the delegation first reviewed the restoration and rehabilitation of residential settlements in the villages of Boyuk Galadere and Kichik Galadere in the Shusha district, as well as the construction of the D3, D4, and D5 residential zones in the city of Shusha. The monitoring team also inspected ongoing efforts to improve the quality of healthcare services at the Shusha Medical and Wellness Center, together with the construction of the State Fire Protection Unit.
The delegation subsequently visited the city of Khankendi and the settlement of Karkijahan, where it assessed the restoration and rehabilitation of residential settlements and multi-apartment residential buildings. As part of the visit, the delegation also reviewed the major renovation works at the Khankendi Victory Museum, as well as the reconstruction of the Khankendi City Stadium, which is nearing completion.
During the monitoring mission, it was emphasized that infrastructure projects aimed at ensuring the sustainable resettlement of the population in the liberated territories are progressing intensively, while the establishment of modern fire protection systems is being implemented at an accelerated pace. The discussions focused on the timely completion of infrastructure and construction projects, strengthening coordination among the relevant institutions, and promptly addressing delays in the completion of communication infrastructure. Participants also put forward recommendations to enhance the overall efficiency of implementation.
It should be noted that, in accordance with the monitoring mission program, the next phase will continue with on-site inspections of projects being implemented under the First State Program on the Great Return in the Kalbajar and Aghdara districts.
