Indicative Planning for the Implementation of the National Action Plan on Combating Human Trafficking Discussed at CAERC
A meeting was held at the Center for Analysis of Economic Reforms and Communication (CAERC) with representatives of key implementing institutions to discuss indicative planning for 2026 and the identification of target values for outcome indicators within the framework of the implementation of the “National Action Plan for 2026–2030 on Combating Human Trafficking in the Republic of Azerbaijan.”
CAERC Deputy Executive Director Tarana Salifova and Head of the State Programs Division Latif Zeynalli provided information on the tasks envisaged for 2026 under the Action Plan, as well as approaches to defining quantitative and qualitative indicators for monitoring and evaluation at the end of the implementation period.
Deputy Head of the Economic Analysis Division Rashad Najafli presented the indicative planning matrix, followed by interactive discussions with representatives of government institutions. During the discussions, common approaches were developed regarding strengthening institutional coordination in the implementation of the Action Plan, applying a results-oriented approach, and improving accountability mechanisms.
Lead Adviser of the Strategic Research Division Konul Badalova briefed the participants on the functional capabilities of the Project Management Module, including the entry of project-related data into the system, monitoring implementation progress, and tracking results.
Representatives of the Cabinet of Ministers, Ministry of Internal Affairs, Ministry of Justice, Ministry of Health, Ministry of Economy, State Border Service, State Migration Service, State Security Service, State Committee for Family, Women and Children Affairs, Ministry of Science and Education, and other relevant institutions attended the meeting.
It should be noted that, pursuant to the Order of the President of the Republic of Azerbaijan dated July 15, 2026, monitoring and evaluation of the measures implemented under the “National Action Plan for 2026–2030 on Combating Human Trafficking in the Republic of Azerbaijan” has been assigned to the Center for Analysis of Economic Reforms and Communication (CAERC).
