Indicative planning issues for the National Action Plan on Gender Equality discussed at CAERC
A meeting was held at the Center for Analysis of Economic Reforms and Communication (CAERC) to strengthen coordination among executing agencies and to discuss the monitoring and evaluation of measures within the framework of the "National Action Plan on Gender (Men and Women) Equality in the Republic of Azerbaijan for 2026–2028." The session focused on the phased implementation of activities, the determination of target indicators for outcome metrics, and the application of accountability mechanisms.
Tarana Salifova, Deputy Executive Director of CAERC, emphasized the importance of conducting monitoring and evaluation for the National Action Plan based on a unified approach. She highlighted methodologies for defining quantitative and qualitative indicators for the stipulated measures, the precise classification of implementation timelines and responsible agencies, and the assurance of results-oriented accountability.
Subsequently, staff from the Monitoring and Evaluation Department presented an indicative planning schedule. They explained the procedures for data entry into the system, the formation of indicator tables, and the periodic reporting mechanisms to the representatives of the participating government agencies.
The meeting was attended by representatives from the Ministry of Labour and Social Protection of the Population, the Ministry of Health, the Ministry of Science and Education, the Ministry of Economy, the Ministry of Digital Development and Transport, the Ministry of Youth and Sports, the Ministry of Ecology and Natural Resources, and the Ministry of Energy. Officials from the State Committee for Family, Women and Children Affairs, the State Committee for Affairs of Refugees and Internally Displaced Persons, the Agency for State Support to Non-Governmental Organizations, the State Tourism Agency, and the Media Development Agency were also in attendance.
It should be noted that, pursuant to the relevant Order of the Cabinet of Ministers to ensure the execution of Order No. 871 of the President of the Republic of Azerbaijan dated December 29, 2025, the monitoring and evaluation of the "National Action Plan on Gender (Men and Women) Equality in the Republic of Azerbaijan for 2026–2028" is carried out by CAERC. It is planned to collect and analyze data on the implementation of measures within the National Action Plan through a unified electronic platform to ensure comprehensive accountability.
