Indicative Planning Issues under the “Reliable Partnership Concept” Discussed at CAERC

A meeting was held at the Center for Analysis of Economic Reforms and Communication (CAERC) with the participation of representatives of key implementing state bodies in order to strengthen monitoring, evaluation, and inter-agency coordination of measures implemented within the framework of the “Reliable Partnership Concept.” The meeting focused on the phased implementation of the Concept’s measures, the determination of target indicators based on results, and the application of accountability mechanisms.

Speaking at the meeting, Advisor to the Executive Director of CAERC Tarana Salifova emphasized the importance of conducting monitoring and evaluation of the Concept’s implementation based on a unified approach. She highlighted key aspects such as defining quantitative and qualitative indicators for the measures envisaged under the Concept, clearly classifying implementation timelines and responsible institutions, and ensuring results-oriented reporting.

Following this, Chief Adviser of the Monitoring and Evaluation Department Simrah Ismayilova presented the indicative planning table and explained procedures for entering institutional data into the system, forming indicator tables, and applying periodic reporting mechanisms. Interactive discussions were held with representatives of the participating state bodies.

Representatives of the Cabinet of Ministers of the Republic of Azerbaijan, the State Customs Committee, the Ministry of Digital Development and Transport, the Ministry of Economy, the Ministry of Finance, the Ministry of Foreign Affairs, and the Food Safety Agency took part in the meeting.

It should be noted that, in accordance with the Cabinet of Ministers’ relevant Decree issued to ensure the implementation of Decree No. 837 of the President of the Republic of Azerbaijan dated 5 December 2025, monitoring and evaluation of measures under the “Reliable Partnership Concept” are carried out by CAERC. Within the framework of the Concept, it is planned to collect, analyze, and report implementation data through a unified electronic platform.
