Training on the “Project Management” module of the “e-Monitoring” portal has been completed at the CAERC
The training sessions on the implementation and use of the “Project Management” module of the “e-Monitoring” portal, organised by the Center for Analysis of Economic Reforms and Communication (CAERC) for institutions responsible for implementing state programmes, have been completed. The five-day training programme was attended by nearly 140 representatives from more than 40 government institutions.
The training aimed to improve the quality of reporting on projects implemented under state programmes monitored and evaluated by the Center, as well as to provide methodological support to the relevant government institutions.
Deputy Executive Directors of CAERC, Ramil Huseyn and Tarana Salifova, briefed participants on the module’s objectives, functional capabilities and implementation stages.
Elshan Yusifli and Arzu Suleymanov, Sector Heads at the Center’s Monitoring and Evaluation Department, together with Konul Badalova, a staff member of the Strategic Planning Department, presented physical and financial performance indicators in accordance with international project management standards, the Earned Value Management (EVM) methodology, and the evaluation criteria of the OECD Development Assistance Committee (DAC).
Using the “National Strategy for the Efficient Use of Water Resources” as a case study, they also explained the procedures for preparing reports within the module, as well as quantitative and qualitative analysis approaches.
As part of the training, the practical implementation of the module through the “e-Monitoring” portal was demonstrated live. Participants’ questions were answered, and views were exchanged on further strengthening cooperation in this area during the upcoming stages.
It should be noted that the “Project Management” module was developed by the Center to ensure continuous and timely monitoring and evaluation of strategic documents, including state programmes. The module enables real-time tracking of project implementation, centralisation of data, enhanced accountability, improved coordination among relevant institutions, and data-driven decision-making.
