Increasing Wages and Social Payments May Positively Impact Economic Activity

The statement by President Ilham Aliyev at the 8th Congress of the New Azerbaijan Party announcing that the minimum wage, pensions, and social allowances will be increased next year demonstrates that the social policy aimed at boosting population incomes will continue in 2027.

In a statement to AZERTAC, Elnur Alakbarov, Head of the Economic Analysis Division at the Center for Analysis of Economic Reforms and Communication (CAERC), stated that the essential significance of this message lies in maintaining citizen welfare as a consistent priority in state policy.

"The outcomes of previous reforms and the instructions given for the upcoming year reflect a phased approach toward reinforcing social protection. Five social reform packages implemented in recent years demonstrate the scope of this policy. These reform packages collectively covered more than 4 million citizens, with an additional annual allocation of 7.6 billion manats allocated for their execution. These measures impacted the incomes of various population groups through wages, pensions, allowances, and stipends.

Under the fifth social reform package implemented a year ago in 2025, the minimum monthly wage was raised from 345 manats to 400 manats, and the minimum labor pension established by law was raised from 280 manats to 320 manats. That package covered 3 million citizens, with an additional 1.4 billion manats allocated annually. Compared to the beginning of 2018, the rise in the minimum wage from 130 manats to 400 manats and the minimum pension from 110 manats to 320 manats demonstrates a substantial increase in the lower threshold of income. For families working on lower wages and benefiting from social payments, these changes expand opportunities to meet daily needs. The increase in social allowances and stipends within that package also reinforced the social security of vulnerable population groups and families," he stated.

Elnur Alakbarov noted that planning wage, pension, and social allowance increases jointly continues a social policy approach encompassing various population segments: "By affecting the incomes of employed citizens, pensioners, and individuals receiving social support, these decisions contribute to the overall welfare of families. The importance of these increases lies in their sustained presence in household budgets in subsequent periods, expanding citizens' consumption and personal development opportunities. Consequently, the results of economic growth are reflected more broadly in population incomes and daily life.

Alongside the social reform packages, the annual indexation of pensions exemplifies a consistent approach toward income growth. The pension increases of 8.1 percent in 2025 and 9.3 percent in 2026 continued the positive impact of previous decisions. The interconnected advancement of labor income and social security enables both currently employed citizens and pensioners to benefit from the outcomes of economic growth. Measures expanding employment and vocational training also complement this policy, creating conditions for citizens to generate higher incomes through their own labor activities.

In this regard, President Ilham Aliyev's message regarding increases for 2027 represents a logical continuation of previous social reforms. Defining this course for the upcoming year confirms that enhancing citizen welfare remains a top priority in state policy. Increasing wages and social payments supports household purchasing power and can positively influence domestic demand and economic activity. The announced step serves to reinforce the link between strengthening social protection and economic development, solidifying citizens' confidence in their future well-being."
