Indicative planning issues regarding the implementation of the State Program on the improvement of water supply in Baku and Absheron were discussed

A meeting was held at the Center for Analysis of Economic Reforms and Communication (CAERC) to strengthen the monitoring, evaluation, and coordination among executing agencies of measures within the framework of the implementation of the "State Program for the Improvement of Water Supply, Rainwater, and Wastewater Systems in Baku City and the Absheron Peninsula for 2026–2035." The meeting was attended by representatives of the Cabinet of Ministers and the State Water Resources Agency.

Tarana Salifova, Deputy Executive Director of the Center, brought to attention the approaches regarding the determination of target indicators for the measures envisaged within the framework of the State Program, the precise classification of execution periods and responsible entities, as well as ensuring results-oriented accountability. She also emphasized the collection and analysis of data regarding the implementation of measures envisaged under the State Program via the "e-monitoring" portal, and ensuring accountability.

During the meeting, a template form was presented by CAERC for the preparation of the indicator table across the Action Plan of the State Program. Concurrently, discussions were conducted on the organization of the execution process in the direction of indicative planning, the application of accountability mechanisms, the formulation of the project list under the "Project Management" module, and other outstanding tasks.

It should be noted that according to Order No. 883 of the President of the Republic of Azerbaijan dated January 12, 2026, the monitoring and evaluation of the execution of measures under the "State Program for the Improvement of Water Supply, Rainwater, and Wastewater Systems in Baku City and the Absheron Peninsula for 2026–2035" is carried out by the Center for Analysis of Economic Reforms and Communication.
