B-READY 2025: Azerbaijan Demonstrates Strong and Multidimensional Institutional Progress in the Business Environment

The World Bank’s B-READY 2025 report reveals strong, consistent, and diversified performance across the key dimensions of Azerbaijan’s business environment, clearly demonstrating that the reforms implemented in recent years have produced tangible, measurable, and sustainable results.

Rashad Najafli, Deputy Head of the Economic Analysis Department at the Center for Analysis of Economic Reforms and Communication (CAERC), emphasized that in this highly reputable report, where Azerbaijan was assessed for the first time, the high performance achieved in financial services stands out as a key indicator reflecting the country’s level of institutional development, the maturity of its financial system, and its international competitiveness. Azerbaijan’s scores exceeding the global average across all ten assessed topics clearly demonstrate that the functionality of the business environment is built on broad and systematic foundations.

The score of 87.02 achieved in financial services reflects the high level of maturity of the country’s financial infrastructure and institutional mechanisms and places Azerbaijan first among 101 countries assessed under the B-READY 2025 framework.

Within the assessment framework, indicators are calculated on a 0-100 scale and are based on three core sub-indicators: the regulatory framework, public services, and operational efficiency. In this context, Azerbaijan consistently outperforms global averages across all three sub-indicators, demonstrating a business environment that is institutionally strong and well-balanced. In particular, the 94.01 score for the regulatory framework highlights the establishment of a solid legal and regulatory environment that supports business activity, while the 89.08 score for public services confirms the effectiveness and functionality of service delivery mechanisms. The 77.05 score for operational efficiency, above the global average, reflects the presence of a stable and reliable environment for the execution of business processes.

Rashad Najafli further noted that the results of the B-READY 2025 report present Azerbaijan as a leading economy with sustainable, competitive, and multi-level advantages in its business environment, clearly demonstrating that the country’s competitive potential is built on strong, systematic, and institutional foundations.
