Training on the "Project Management" module has begun at the CAERC
The Center for Analysis of Economic Reforms and Communication (CAERC) has launched training sessions on the implementation and use of the “Project Management” module of the “e-Monitoring” portal for institutions responsible for implementing state programs.
The purpose of the training sessions is to improve the quality of reports on projects implemented within the framework of state programs monitored and evaluated by the Center and to provide methodological support to the relevant government agencies.
Representatives of the Prosecutor General’s Office, the Cabinet of Ministers of the Nakhchivan Autonomous Republic, as well as the Ministries of Internal Affairs, Ecology and Natural Resources, Energy, Justice, Labour and Social Protection of the Population, Youth and Sports, Economy, and Emergency Situations participated in the first day of training.
Opening the event with introductory remarks, Tarana Salifova, Deputy Executive Director of CAERC, provided participants with detailed information on the module’s purpose, functional capabilities, and the next stages of its implementation.
Subsequently, Elshan Yusifli and Arzu Suleymanov, sector heads of the Monitoring and Evaluation Division, emphasized that the module, based on international project management methodologies, enables the real-time monitoring of state program implementation. They presented physical and financial performance indicators based on PMI standards, the EVM methodology, and OECD/DAC evaluation criteria. The procedures for preparing reports using the module, as well as approaches to quantitative and qualitative analysis, were also explained using the “National Strategy for the Efficient Use of Water Resources” as an example.
Konul Bedelova, an employee of the Strategic Planning Department, provided information on the workflow within the module, data submission deadlines, quarterly reporting requirements, the comprehensive presentation of completed work, and the accurate reporting of risks and financial sources.
As part of the event, the implementation of the module on the portal was demonstrated in practice, and the participants’ questions were answered.
Representatives of 46 government agencies are expected to participate in the training sessions, which will last five days.
It should be noted that the “Project Management” module has been developed to ensure continuous, prompt, and transparent monitoring and evaluation of strategic documents, including state programs. The module serves to centralize data, increase accountability, strengthen coordination among relevant agencies, and support data-driven decision-making.
