Vacancy: State Programs Division, Head of Division

Job Responsibilities:

  1. To ensure the writing of projects for state programs and strategies, the feasibility study and risk analysis of economic incentive projects, and the conducting of surveys among interested parties regarding those projects;

  2. To provide feedback on state programs received by the department for review regarding their preparation in accordance with the "Rules for the preparation, implementation, monitoring, and evaluation of state programs," and if necessary, to ensure the alignment of the state program project with the said rules;

  3. To respond to information-based inquiries received by the department regarding the preparation of state programs based on requests from state institutions;

  4. To participate in assessing the economic efficiency of state programs and state investment projects related to economic sectors whose implementation period has expired;

  5. To participate in the preparation of relevant forecasts by analyzing socio-economic processes and to use them in the preparation of state program projects;

  6. To regularly monitor modern events and trends in various segments of the economy, as well as the results of new scientific research, and to use them in determining the strategic targets of state program projects;

  7. In coordination with management, to make appearances in the press (television, newspapers, websites, etc.) regarding the prospects of the national economy and its individual sectors, and the preparation of state programs and strategies;

  8. To participate in the investigation of global economic tendencies, the analysis of financial-economic relations within the country and abroad, the conducting of research on the development of economic relations with neighboring states, the assessment of existing challenges in this field, and the preparation of scientific-analytical and forecast-based proposals related to this, and to use them in the preparation of state programs;

  9. To execute the current instructions of the Center's management.

Education and qualification requirements: Higher education in the direction of economics and management (having a scientific degree is desirable)

Experience requirement: At least 5 years of work experience in the relevant field

Computer skills requirements: MS Office, Internet, etc.; at a high level, the ability to work with statistical, econometric, or other applied mathematical software packages (desirable);

Language skills: Azerbaijani and English – at a high level, knowledge of Russian and other foreign languages is desirable;

Special skills: High level of analytical analysis and thinking ability (macroeconomics, industry, innovative economy, etc.), outlook, organizational competence, ability to work in a team, problem-solving and decision-making ability, communication skills.
