Vacancy: Operations Department, Finance Manager

Job Responsibilities:

  1. To ensure the correct reflection of all economic operations carried out by the Center in the accounting account (also in accounting registers), its control, presentation of operational data, preparation and submission of accounting (financial) reports within the specified periods, together with other departments and service areas to ensure the implementation of the economic analysis of the financial and economic activities of the Center according to the information of the accounting and report for the purpose of revealing and mobilizing the internal economic reserves;

  2. To organize the accounting of incoming funds, goods and material values and fixed assets, their movement in accounting accounts, production turnover and costs, preparation of cost estimates, implementation of works and services.

  3. To organize the accounting of financial reporting and credit operations, operations on the results of the economic-financial activity of the enterprise;

  4. To prepare accounts for the payment of wages, payments to the state budget, state social insurance fee, capital investment funds, payment of debts on bank loans within the set time, allocations to the demand fund and other reserve funds;

  5. To lead the preparation of the draft estimate expenditures for the maintenance of the Center, to submit that project to the management for sending to the Ministry of Finance and to ensure its defense during consideration;

  6. To lead the implementation of necessary measures in the direction of ensuring the opening of credit in accordance with the approved expenditure schedule (financial plan) for the maintenance of the Center;

  7. To organize the preparation of statistical and other reports on the financial and economic activities of the Center, the submission of those reports to other relevant bodies, the preparation and sending of correspondence with other organizations related to the financial and economic issues of the Center;

  8. To monitor the verification of initial accounting documents, settlements and payment obligations, the spending of the salary fund, the appointment of official salaries, the inventory of funds, commodity-material values and fixed assets, the organization of accounting and reporting, and compliance with the rules of documentary inspection in the divisions of the enterprise;

  9. To participate in the preparation of documents on the shortages and embezzlement of funds and goods-material values, to control the submission of relevant cases to law enforcement agencies if necessary;

  10. To strictly follow the staff, financial and cash discipline, works on writing off administrative and other expenses, accounts receivable, shortages and losses from accounting balances.

  11. To monitor the reproduction, preparation and delivery of accounting documents to the archive in the prescribed manner;

  12. To ensure the organization of the protection of the administrative building and other structures of the Center, the implementation of the necessary works for the performance of current and major repair works;

  13. To organize the conclusion of contracts with relevant departments, enterprises and organizations on economic and supply works, as well as to ensure the fulfillment of terms and obligations under these contracts by the executing organizations, and the acceptance of performed works and rendered services;

  14. To monitor the use of service motor vehicles of the Center, to ensure their repair, registration with the state road police authorities and compulsory insurance;

  15. To monitor the protection of the administrative building and other structures of the Center, relevant rules in accordance with the requirements of fire safety techniques, the cleanliness of the administrative building and other structures, strict compliance with the saving regime of electricity, fuel and drinking water;

  16. To prepare reports on financial position, profit and loss, cash flows, changes in equity and liabilities;

  17. To provide and prepare annual budget forecasts;

  18. To assist in conducting tenders and quotations in public procurement;

  19. To carry out budget operations with the local body of the State Treasury Agency;

  20. To perform other duties related to the activity of the department in accordance with the Charter of the Center.

Education and qualification requirements: Higher education in the fields of Economics, Finance, Accounting and Management

Experience requirement: At least 5 years of work experience in the relevant field;

Computer skills requirements: Must know the use of 1C 8.3 program at a perfect level. (MS Office, especially Excel, Internet) - at a good level.

Language skills: Azerbaijani - at a high level, English language skills (minimal speaking skills, reading and translation of necessary documents);

Special skills: Ability to use e-gov.az, e-taxes.gov.az and other portals; Attentiveness, communication skills, outlook, ability to work in a team, problem-solving and decision-making ability.
