Labor market challenges and future outlook in Azerbaijan
Azerbaijan's growth has historically been driven by oil investments, with significant poverty reduction during periods of high growth (1996-2009). After 2014, global crises and oil price fluctuations have halted growth, underscoring the need for economic diversification. Since the crisis, and partly due to increased domestic credit, new firms have been entering the market in increasing numbers. New firms have provided a small number of new jobs in a market with a stable number of public sector jobs. Future directions are identified as Human Capital and Lifelong Learning, Social Protection and Labor Policies and Incentivizing job creation.
