A meeting was held with executive bodies regarding the Action Plan on accelerating digital development
A meeting with representatives of executive state bodies was held at the Center for Analysis of Economic Reforms and Communication (CAERC) within the framework of the "Action Plan on accelerating digital development in the Republic of Azerbaijan for 2026–2028." The meeting featured discussions on the phased implementation of measures outlined in the Action Plan, the determination of target indicators for outcome metrics, the application of accountability mechanisms, and the strengthening of coordination among executive bodies.
The event was attended by representatives from the Ministry of Digital Development and Transport, Ministry of Economy, Ministry of Justice, Ministry of Science and Education, Ministry of Labour and Social Protection of the Population, Ministry of Internal Affairs, State Examination Center, Ministry of Health, State Customs Committee, Central Bank, Judicial-Legal Council, Supreme Attestation Commission, State Migration Service, Ministry of Agriculture, Azerbaijan National Academy of Sciences, State Statistics Committee, Food Safety Agency of the Republic of Azerbaijan (AFSA/AQTA), State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan (ASAN Service), State Service for Antimonopoly and Consumer Market Control under the Ministry of Economy, utility service operators, and other relevant government entities.
Tarana Salifova, Deputy Executive Director of CAERC, emphasized the importance of conducting the monitoring and evaluation of the Action Plan's implementation based on a unified approach. She highlighted methodologies for determining quantitative and qualitative indicators for the scheduled measures, the precise classification of execution deadlines and responsible bodies, as well as ensuring outcome-oriented accountability.
Aygun Ahmadova, Acting Head of the Digital Trade Hub (DTH) at CAERC, delivered a presentation on the process of preparing the indicator matrix. She provided detailed explanations regarding the specification of indicators, the formation of measurable outcomes, data collection methodologies, and the reporting formats to be submitted by the relevant institutions.
Elshan Yusifli, Head of the Sector for Monitoring Sectoral Programs at CAERC, provided comprehensive information on the functionalities and capabilities of the "e-monitoring" portal—operated by the Center—with respect to report submission, monitoring, evaluation, and the generation of final progress reports. He also addressed various questions raised by the participants in this regard.
It should be noted that, in accordance with the Decree of the President of the Republic of Azerbaijan, the monitoring and evaluation of the implementation of measures under the "Action Plan on accelerating digital development in the Republic of Azerbaijan for 2026–2028" is carried out by the Center for Analysis of Economic Reforms and Communication.
