The next meeting of the working group on Financial Markets Development and Accessibility of Loans has been held

The next meeting of the Working Group on Financial Markets Development and Accessibility of Loans of the Commission on Business Environment and International Rankings was held online on October 23, 2025.

At the meeting, detailed information was presented on the work done within the framework of the 2025 Action Plan of the working group and the 2025 Roadmap approved for the “Financial Services” indicator of the World Bank Group’s “Business Ready” report during the 9 months of the current year and discussions were held.

The meeting participants were informed about the financing of SMEs, the development of banking, insurance and capital markets, financial accessibility for startups, internal credit investments in the private sector, loans provided by microfinance institutions and other relevant measures in the Action Plan. In addition, the implementation status of important measures in the Roadmap, such as the regulatory framework for business lending, secured transactions and electronic payments, the activities of credit bureaus and encumbrance registries, was discussed. A report on the implementation status of the decisions adopted at the meeting of the working group on August 7, 2025 was also heard.

At the same time, a wide exchange of views was held on the proposals put forward by the Subgroup on Identifying Obstacles and Difficulties to Entrepreneurship in the Field of Financial and Banking Services and Preparing Relevant Proposals of the "Working Group on Reforms for Eliminating Obstacles and Difficulties to Entrepreneurship and Improving the Business Environment" established within the Economic Council of the Republic of Azerbaijan, and other relevant proposals.

At the meeting, chaired by the Central Bank, it was attended by representatives of the Ministry of Economy, the Ministry of Agriculture, the Ministry of Digital Development and Transport, the Ministry of Finance, the Ministry of Justice, the Center for Analysis of Economic Reforms and Communication, the Small and Medium Business Development Agency, the Business Development Fund, the Agrarian Credit and Development Agency the Azerbaijan Credit Bureau, as well as the Azerbaijan Banks Association, the Azerbaijan Insurers Association, the Azerbaijan Microfinance Association, and the working group members of the private sector participants.
