Job Requirements:
Responsibilities:
- Ensure the accurate recording of all operational activities in the accounting system (including accounting registers), supervise it, provide operational data, and ensure the preparation and submission of financial reports on time. Carry out an economic analysis of the Center’s financial and economic activities based on accounting and reporting data, in collaboration with other departments and services, to reveal and mobilize internal reserves.
- Account for incoming funds, material assets, and fixed assets, and manage their movement, production turnover, and costs, prepare the cost estimates, and organize the execution of work and services.
- Organize the accounting of financial reports, credit transactions, and the results of the organization’s economic and financial activities.
- Manage the preparation of wage payments, state budget payments, state social insurance contributions, capital investments, and loans, as well as preparing allocations to demand funds and other reserve funds.
- Lead the preparation of the Center’s maintenance cost estimate and submit it to the Ministry of Finance for approval and defense.
- Ensure necessary actions are taken to secure the opening of credit lines in line with the approved financial plan for the Center’s maintenance costs.
- Organize the preparation of statistical and other reports related to the Center’s financial and operational activities and ensure their submission to the relevant authorities, as well as correspondence with other organizations regarding financial and economic matters.
- Monitor the preparation and verification of primary accounting documents, settlement obligations, payroll funds, salary designations, cash and asset inventories, and the compliance with the organization’s accounting and reporting procedures.
- Participate in the preparation of documents for discrepancies and embezzlement regarding funds and material assets, and supervise the transfer of necessary cases to law enforcement agencies if needed.
- Ensure strict adherence to staffing, financial, and cash discipline, including managing administrative costs, debtor accounts, discrepancies, and losses.
- Oversee the duplication, preparation, and archiving of accounting documents as required.
- Organize the protection of the Center’s administrative building and other facilities, ensure the necessary work is done for their maintenance and repairs.
- Organize contracts with relevant authorities and ensure their implementation regarding procurement, supply, and services.
- Ensure the Center’s transportation is properly managed, including their maintenance, registration, and mandatory insurance.
- Supervise compliance with fire safety regulations, energy-saving practices, and cleanliness in the administrative buildings and other facilities.
- Prepare financial reports on the Center’s financial situation, profit and loss, cash flow, capital changes, and obligations.
- Prepare annual budget forecasts.
- Assist in state procurement processes, including tender and quotation procedures.
- Manage budget operations with the State Treasury Agency’s local body.
- Perform other duties related to the department’s activities as per the Center’s Charter.
Education and Qualifications:
Higher education in Economics, Finance, Accounting, or Management.
At least 5 years of work experience in a related field.
Computer Skills: Proficient in 1C 8.3 software.
Good knowledge of MS Office, particularly Excel, and Internet.
Language Skills: High proficiency in Azerbaijani.
Basic proficiency in English (ability to read and translate necessary documents).
Special Skills:
Ability to use e-gov.az, e-taxes.gov.az, and other portals.
Attention to detail, strong communication skills, worldview, ability to work in a team, problem-solving, and decision-making skills.
