Monitoring of the National Action Plan on Combatting Human Trafficking Will Be Conducted via CAERC's "e-monitoring" Portal
Prime Minister of the Republic of Azerbaijan Ali Asadov has signed an Order on ensuring the implementation of Order No. 1100 of the President of the Republic of Azerbaijan, dated July 15, 2026, "On the approval of the National Action Plan for 2026–2030 on Combatting Human Trafficking in the Republic of Azerbaijan."
According to the Order, significant tasks regarding the organization of the monitoring and evaluation of the measures outlined in the National Action Plan have been assigned to the Center for Analysis of Economic Reforms and Communication (CAERC). Specifically, CAERC will establish a monitoring and reporting module within two months for the execution of the "National Action Plan for 2026–2030 on Combatting Human Trafficking in the Republic of Azerbaijan" through its operated "e-monitoring" Portal. Starting in 2027, the monitoring and evaluation of the National Action Plan will be carried out via this module.
Within the module, executive state bodies and entities, cities and districts, implementation timelines, projects, as well as other necessary indicators for the measures envisaged in the National Action Plan, will be classified, and relevant sections will be created to track the current status and ensure reporting.
According to the Order, starting in 2027, CAERC will annually submit information on the monitoring results of the National Action Plan's implementation to the Ministry of Internal Affairs of the Republic of Azerbaijan by April 30. Concurrently, the results of the final evaluation of the National Action Plan will be submitted to the Ministry of Internal Affairs by June 30, 2031.
In addition, the main executing state bodies and entities for the measures specified in the National Action Plan will designate responsible individuals, submit their details to CAERC, develop outcome indicators, and upload project implementation data onto the "Project Management" module and monitoring system according to the established schedule.
The Order also instructs relevant state bodies to submit proposals to the Cabinet of Ministers of the Republic of Azerbaijan within set deadlines regarding the improvement of legislation, the strengthening of institutional mechanisms, and the execution of awareness-raising and social protection measures related to the implementation of specific actions under the National Action Plan.
