Innovative technologies applied in public administration presented to civil servants of Uzbekistan at CAERC

Professor Vusal Gasimli, Executive Director of the Center for Analysis of Economic Reforms and Communication (CAERC), received a delegation of civil servants visiting Azerbaijan under the auspices of the The Academy of Public Policy and Administration under the President of the Republic of Uzbekistan. During the event, held under the theme "Innovative Technologies in Public Administration: The Experience of the Republic of Azerbaijan," the "Smart Monitoring" system utilized by CAERC in state program management was presented.

Vusal Gasimli spoke about the efficiency of the economic reforms implemented in Azerbaijan. He noted that as a result of institutional and structural reforms carried out in the country in recent years, transparency, accountability, and operational efficiency in economic management have significantly increased. Vusal Gasimli emphasized that the application of innovative technologies has rendered decision-making processes in public administration more effective and results-oriented. He added that the economic reforms implemented in Azerbaijan have made significant contributions both to improving the domestic investment climate and expanding cooperation with foreign partners.

In his speech, Ilyas Huseynov, Head of the Turkic World Research Center (TWRC) at CAERC, stated that the Center has formulated an extensive database covering more than 40 state programs, expanded cooperation with international organizations, and produced numerous publications indexed in reputable international databases as a result of its research activities. Projects initiated and executed by CAERC, such as "Azexport," "Enterprise Azerbaijan," and the "Digital Trade Hub," have contributed significantly to the development of the country's digital economy, innovation ecosystem, and non-oil exports.

Subsequently, Sevinj Jabbarova, Leading Advisor of the Monitoring and Evaluation Department, explained the mechanisms for executing the monitoring and evaluation processes of state programs via CAERC's "e-monitoring" portal.

Konul Badalova, Leading Advisor of the Strategic Planning Department of the entity, provided detailed information about the "Project Management" module and its efficiency. She noted that through this module, project planning, execution, and the tracking of outcomes are carried out via a single platform.

Aykhan Gadashov, Head of the "Azexport" portal operated by CAERC, provided information on the measures implemented toward expanding digital exports in Azerbaijan.

Sarvar Inogamov, Director of the Scientific-Methodical Coordination Center for Personnel Training in Public Administration at the Academy of Public Administration and State Policy under the President of the Republic of Uzbekistan, delivered a report on the topic "Academy of Public Administration and State Policy under the President of the Republic of Uzbekistan: Main Activities, Educational and Scientific Potential."

The participants engaged in an exchange of views on expanding the application of innovative solutions in public administration, accelerating digital transformation, and improving monitoring mechanisms. The guests were presented with the books "Economy of Turkic States" and "The Middle Corridor: Analysis of Current Realities and Evaluation of Prospects," published by the Center.

It should be noted that the civil servants of Uzbekistan were invited to our country by the Academy of Public Administration under the President of the Republic of Azerbaijan.
