The economic reforms implemented in the country under the leadership and initiative of President Ilham Aliyev have been repeatedly acknowledged on a global scale as a conceptual and functional model and taken as an exemplary practice. As a clear example of the sustainability and durability of the reforms, the Organization for Economic Cooperation and Development (OECD) has presented the “Economic Reform Management Model” that was designed and implemented in Azerbaijan on its official platform as an exemplary innovative practice on a global scale. Center for the Analysis of Economic Reforms Communication held a conference regarding the matter on November 18.
Vusal Gasimli, Executive Director of CAERC noted that “ the deep and complex economic reforms implemented in the country under the leadership of President Ilham Aliyev have been repeatedly approved by international organizations on a global scale and Azerbaijan is recognized as one of the most reformist countries in the world. We are proud to say that Azerbaijan’s “Economic Reform Management Model” has been officially accepted as an examplary innovative practice by the Organization of Economic Cooperation and Development (OECD) as an iterative continuation of the relevant steps. The high assessment of the Azerbaijani economic model by the OECD will further improve the international image of our country, increase investor confidence and strengthen our position in the implementation of international and regional projects. It is also an additional stimulus to Azerbaijan's leading role in post-conflict building and regional development. ”
Head of the Strategic Planning and Development Department of CAERC, Ayaz Museyibov stressed that “ The innovative nature of the Economic Reform Management Model, which combines agility, responsibility, inclusivity, forecasting and global use, has been praised highly as an exemplary practice. The best innovative projects are published on the relevant platform of the OECD, and countries such as the United Kingdom, Canada and the United States have the main advantage here. In this regard, the adoption of economic reforms in our country as an innovative practice by OECD, one of the most influential organizations, will serve to further increase the growing prestige of our country.”
Negotiations and discussions have been held with the relevant organization since 2019 in order to adopt the “Economic Reform Management Model” as an exemplary innovative practice within the framework of the presentation to OECD. As a result, the Model was officially released as an exemplary innovative practice on the OECD’s platform of “Observatory of Public Sector Innovation”. Design and delivery of civil and business-centric public services of the Model and achievements in implementing the reforms are presented on the information published on the official platform of OECD. Information about the model is presented in a detailed and structured form on the portal. İnformation is available on the role of the model in the reconstruction process, such as overcoming challenges by increasing the competitiveness of the private sector and civil society, further increasing the level of transparency in public services and the development of digital public services.
In addition, General information about the model was provided and as an exemplary innovative practice, a “Digital Communication Platform” was established on the “azranking.az” portal to centralize communication between 19 working groups, a “Digital Calendar” was established to create an inclusive collaborative environment and the advantages of public participation and inclusivity on the decision-making process were emphasized.
Detailed information was provided on innovative features such as “The Economic Reform Management Model”s communication platform which is open to public comments and ideas, availability of benchmarking tool to facilitate analytical information support for reform-related decision making, capacity building for the management between organizations on the basis of institutional framework, cooperation and access to communication resources.
The implementation of the processes within the framework of the relevant Model has been carried out jointly by the Presidential Administration of the Republic of Azerbaijan, the Center for Analysis of Economic Reforms and Communication and the Commission on Business Environment and International Ratings of the Republic of Azerbaijan.
