The Center for Analysis of Economic Reforms and Communication (CAERC) has published the third special edition of the “Invest in Garabagh and Eastern Zangezur” (Investment in Garabagh and East Zangezur) review on the occasion of 8 November – Victory Day.

The review, prepared in English, provides local and foreign investors with detailed information on the economic potential, business environment, and priority investment areas of Garabagh and East Zangezur. The publication also reflects existing business opportunities in agriculture, industry, energy, the use of natural resources, and tourism.

Yusif Mammadov, Chief Adviser of CAERC’s Monitoring and Evaluation Division, stated that the publication systematically presents the reconstruction and development activities carried out in the region, business support mechanisms, infrastructure projects, and economic development prospects. The third edition places particular emphasis on the role of the private sector in the region’s economic development, investment opportunities in manufacturing and services, as well as the creation of new economic value through the efficient use of local resources.

According to Yusif Mammadov, the first section of the publication, which consists of five sections, provides information on the general economic characteristics of the Garabagh and East Zangezur economic regions, their natural resources, governance model, public investments, and lending. The second section provides information on tax and customs exemptions aimed at promoting entrepreneurship, subsidies for social insurance contributions, financial assistance for utility services, state-guaranteed loans and interest rate subsidies, incentives in the field of labour migration, as well as free trade opportunities and application channels for starting a business. The third section highlights infrastructure projects serving the expansion of economic activity and settlement in the region, including roads and railways, airports, social facilities, electricity and water supply systems, as well as telecommunications and digital connectivity infrastructure.

The fourth section is dedicated to investment opportunities in industrial parks, agro-parks, agriculture and processing industry, green energy, the use of natural resources, and tourism, as well as public-private partnerships, the development of export-oriented production, and logistics. The final section of the publication examines long-term economic development directions in line with the potential and territorial specialisation of the cities and districts of Garabagh and East Zangezur.

Yusif Mammadov also added that all three editions of the “Invest in Garabagh and Eastern Zangezur” review serve as a practical information resource for entrepreneurs and investors wishing to operate in the region and explore investment opportunities. By bringing together government support, infrastructure provision, and sector-specific opportunities, the review contributes to making well-grounded investment decisions and promoting the region’s economic potential at the international level.
