A meeting was held between Vusala Jafarova, Head of the Projects Department of the Center for Analysis of Economic Reforms and Communication, and Sarah Michael, Country Manager of the World Bank for Azerbaijan. The role of monitoring and evaluation in improving governance and the World Bank's support for building national monitoring and evaluation capacity in Azerbaijan were discussed at the meeting.
Mrs Jafarova expressed her gratitude to the country manager of World Bank for her support for building monitoring and evaluation capacity in Azerbaijan, the preparation of the methodology for monitoring and evaluation of Strategic Roadmaps and the development of the framework. It was noted that the "The Regulations of the Preparation, Implementation, Monitoring and Evaluation of State Programs" increase fiscal discipline in the management of public expenditures by improving the medium-term expenditure framework and public finance management.
Mrs Sarah Michael praised the role of CAERC very highly in the preparation and publication of monitoring and evaluation reports, as well as the analysis of state programs based on results-based monitoring and evaluation methodology and the establishment of one of the world's advanced systems in this field. Mrs Michael expressed interest in supporting the establishment of cooperation between the world's leading institutions and networks with CAERC in the field of monitoring and evaluation and the integration to international evaluation institutions. At the same time, she informed about the activities of the World Bank in Azerbaijan and the new country strategy that is under preparation. She stressed that the new country's strategy will prioritize projects and areas that will support innovative, digital and knowledge-based economic development.
At the end, the World Bank was presented with a review of the five-year anniversary of the Center and materials on online platforms operated by the Center.
