The next event was held in Shamakhi within the framework of the “digital.leadership” program of the Innovation and Digital Development Agency. The Center for Analysis of Economic Reforms and Communication (CAERC) was represented at the event by Samig Museyibli, Head of the Innovation Department, and Elshan Yusifli, Head of the Sectoral Programs Monitoring Sector of the Monitoring and Evaluation Department.

The two-day event featured extensive presentations on the topics of digitization of public services and improvement of new service models, as well as information exchange in the development of digital infrastructure and relevant legal reforms.

Elshan Yusifli, Head of the CAERC Sector, participated as a speaker in the panel session on “Budgeting, indicative planning and formation of key performance indicators in digital management”. He made a presentation on indicative planning within the framework of the “Action Plan for Accelerating Digital Development in the Republic of Azerbaijan for 2026-2028” and answered questions of interest to the participants.

It should be noted that, in accordance with the Decree of the President of the Republic of Azerbaijan dated February 27, 2026, monitoring and evaluation of the implementation of the measures provided for in the Action Plan is carried out by the Center for Analysis of Economic Reforms and Communication, at the request of the Ministry of Digital Development and Transport.
