Prime Minister of the Republic of Azerbaijan Ali Asadov has signed an Order on ensuring the implementation of Order No. 1226 of the President of the Republic of Azerbaijan dated September 23, 2026, "On approving the 'State Program for the Development of Mining (Metallic Ores) and Metallurgical Industry in the Republic of Azerbaijan for 2027–2030'."

According to Order No. 744s dated October 5, 2026, a series of duties regarding the monitoring and evaluation of the implementation of measures stipulated in the State Program have been assigned to the Center for Analysis of Economic Reforms and Communication (CAERC).

Under the Order, CAERC will ensure the creation of the "Module for Monitoring and Reporting on the Implementation of the 'State Program for the Development of Mining (Metallic Ores) and Metallurgical Industry in the Republic of Azerbaijan for 2027–2030'" within three months under the "e-monitoring" portal, of which it is the operator. Starting next year, the monitoring and evaluation of the State Program will be carried out through this Module.

Additionally, to ensure the monitoring and evaluation of the measures outlined in the State Program, necessary steps will be taken toward integrating the electronic information systems and portals operated by relevant executing bodies into the "e-monitoring" portal.

Starting from 2028, CAERC will submit data on the results of the State Program's monitoring to the Cabinet of Ministers of the Republic of Azerbaijan once a year, annually by April 30. The results of the evaluation of the State Program's implementation will be submitted to the Cabinet of Ministers twice—by June 30 of 2029 and 2031.

Furthermore, information on the implementation of projects envisaged in the State Program will be uploaded to the "Project Management" module quarterly, by the 15th of the month following the quarter, starting from 2027. Information regarding the annual outcomes of the measures will be uploaded to the Module annually by February 25, starting from 2028.

In addition, the Ministry of Finance of the Republic of Azerbaijan and the Ministry of Economy of the Republic of Azerbaijan will ensure the regular uploading of information regarding the financing of projects carried out under the Action Plan to the relevant module.

Thus, CAERC will ensure the tracking of measures and project progress under the State Program through a unified digital platform, systematic accountability, and the comprehensive monitoring and evaluation of results.
