A meeting was held at the Center for Analysis of Economic Reforms and Communication (CAERC) dedicated to the monitoring and evaluation of measures related to the implementation of the “State Programme on Expanding Financial Inclusion in the Republic of Azerbaijan for 2027–2030.”

During the meeting, an exchange of views was held on the development of a monitoring and evaluation framework for the Action Plan of the State Programme, the identification of outcome indicators and their units of measurement, the preparation of baseline and annual target indicators, as well as ensuring effective coordination among the implementing institutions.

Tarana Salifova, Deputy Executive Director of CAERC, emphasized the importance of implementing the monitoring and evaluation process under the State Programme based on a unified methodological approach. Providing information on the tasks arising from Order No. 1048 dated May 26, 2026, signed by the President of the Republic of Azerbaijan, she noted that the monitoring and evaluation of the implementation of the State Programme would be carried out digitally. It was noted that a relevant module would be created on the “e-Monitoring” portal for this purpose.

Gunay Rahimli, Chief Adviser of CAERC’s Monitoring and Evaluation Department, delivered a presentation on the structure and priority areas of the Action Plan of the State Programme. Latif Zeynalli, Head of CAERC’s State Programmes Department, provided information on the development of the indicator matrix, the application of a results-based monitoring model, as well as the allocation of the measures envisaged in the Action Plan among the main implementing institutions.

Representatives of the main implementing authorities responsible for the measures envisaged under the State Programme attended the meeting. Discussions focused on the organization of the monitoring and evaluation process, the identification of indicators, and issues related to the implementation of the measures.

It should be noted that, pursuant to the relevant Order of the President of the Republic of Azerbaijan, the monitoring and evaluation of the measures envisaged under the “State Programme on Expanding Financial Inclusion in the Republic of Azerbaijan for 2027–2030” has been assigned to the Center for Analysis of Economic Reforms and Communication, commissioned by the Central Bank of the Republic of Azerbaijan.
