A meeting was held with representatives of the main implementing institutions at the Center for Analysis of Economic Reforms and Communication (CAERC) for the purpose of discussing the preliminary monitoring and evaluation report for the first half of 2026 on the implementation of the “Action Plan for 2024–2026 on Increasing the Transit Potential of International Transport Corridors Passing through the Territory of the Republic of Azerbaijan and Promoting Transit Freight Transportation”.
Deputy Executive Director of the Center for Analysis of Economic Reforms and Communication Tarana Salifova, taking into account that the implementation period of the Action Plan will come to an end in 2026, brought to attention the approaches regarding the tasks ahead for the current year, the assessment of the implementation status of measures, as well as the clarification of quantitative and qualitative indicators for conducting monitoring and evaluation by the end of the period.
Head of the Department of the Ministry of Digital Development and Transport Fariz Aliyev, who coordinates the implementation of the measures envisaged in the Action Plan, noted the importance of the Action Plan in terms of strengthening the country’s transit potential and shared his views on future prospects in this area. He emphasized the importance of fully completing the measures envisaged at the final stage of implementation of the Action Plan within the specified timeframes, and drew attention to the importance of continuing close and coordinated cooperation among the relevant institutions for this purpose.
During the discussions, the work carried out in the areas of improving state border crossing points, customs terminals, railway and port infrastructure, simplifying procedures for transit transportation, and expanding logistics opportunities was reviewed. Particular attention was paid to the current status of a number of measures whose implementation period has expired or which are scheduled to be completed in 2026, the prospects for continuing the work, and the assessment of outcome indicators based on measurable data.
Taking into account that the implementation period of the Action Plan will come to an end in 2026, it was considered appropriate to clarify the implementation status of the measures envisaged until the end of the year, assess the results based on measurable indicators, and systematize the necessary information for the final monitoring.
Representatives of the Ministry of Digital Development and Transport, Ministry of Economy, Ministry of Justice, Ministry of Agriculture, State Customs Committee, Food Safety Agency, and “Azerbaijan Railways” CJSC participated in the meeting.
It should be noted that, pursuant to the “Action Plan for 2024–2026 on Increasing the Transit Potential of International Transport Corridors Passing through the Territory of the Republic of Azerbaijan and Promoting Transit Freight Transportation”, approved by the Order of the President of the Republic of Azerbaijan dated November 23, 2023, the Center for Analysis of Economic Reforms and Communication carries out the monitoring and evaluation of the implementation of measures related to the implementation of the Action Plan.
